OFFICE OF COUNTY CLERK Book V Page 146 April 30, 2026 The Board of Brown County Commissioners met in regular session with the following members present: Chairman Lucas Heinen, Commissioner Richard Tesoriero, and Commissioner William Pollock. Also present was Deputy County Clerk Barbara Grabhorn. Commissioner Heinen opened the meeting at 1:00 p.m. All recited the Pledge of Allegiance, followed by a prayer led by Commissioner Pollock. PATRIOTIC BANNERS PROJECT Motion by Commissioner Heinen to appoint Commissioner Tesoriero as the point of contact for the patriotic banners to be placed on light poles in the Courthouse Square. Seconded by Commissioner Pollock. Motion carried. EXECUTIVE SESSION At 1:28 p.m. Commissioner Heinen made a motion to recess into a 10-minute executive session for the purpose of discussing the performance of non-elected personnel, to protect the privacy interests of the employee, with the meeting to be called back to order in the Commissioner’s Room at 1:38 p.m. Motion seconded by Commissioner Pollock. Motion carried. The meeting returned to regular session at 1:38 p.m. with no action taken. Motion by Commissioner Heinen to extend the executive session for an additional 5 minutes until 1:43 p.m. Motion seconded by Commissioner Pollock. Motion carried. Chairman Heinen opened the meeting at 1:00 p.m. All recited the Pledge of Allegiance, followed by a prayer led by Commissioner Heinen. PUBLIC COMMENT Brown County Resident Jerry Aller was present to discuss Courthouse security, employee GAP insurance, residential valuations, and terraces that drain into township ditches. Commissioner Tesoriero will meet with Aller to discuss concerns further. BATONBALLON Representatives with the Netherlands company BatonBallon were present via Zoom to discuss their alternative bridge technology. EXECUTIVE SESSION At 2:08 p.m. Commissioner Heinen made a motion to recess into a 7-minute executive session for the purpose of discussing non-elected personnel background check results and protecting the privacy interests of non-elected personnel, with the meeting to be called back to order in the Commissioner’s Room at 2:15 p.m. Motion seconded by Commissioner Tesoriero. Motion carried. Public Resource Deputy Jerry Clary, County Counselor Austin Parker, and County Clerk remained. The meeting returned to regular session with no action taken.
