An application to construct a two-story addition, deck relocation and interior alterations at an
existing single-family is denied due to nonconformity with Chapter 220, Attachment 2, Note 3
Maximum Gross Floor Area of the Code of the Village of Briarcliff Manor for single-family
residential construction whereas the maximum allowed for this property is 4,228 square feet,
4,376 exists and a total of 5,065 square feet is proposed. This application is for an increase of 689
square feet where 837 square feet will be over the allowed GFA.
2. V-10-2026 – A. DABAIN, LLC – 126 N. STATE ROAD
An application to convert an auto repair service garage to a retail space is denied due to
nonconformity with Chapter 220-12 Off-Street Parking and Off-Street Loading of the Code of the
Village of Briarcliff Manor whereas the requirement is one space for each 150 square feet of gross
floor area on the ground floor and one space for each 250 square feet of gross floor area on other
floors. 16 spaces are required with 12 spaces proposed. The Planning Board granted a
conditional waiver on May 14, 2026 up to their maximum allowed of 25%. A variance is needed
for the remaining deficiency of two parking spaces.

finance.
He
was
appointed
to
fill
the
vacancy
left
by
the
late
Malcolm
Netburn.
President Casper also informed the board of leadership changes at the Friends of the Briarcliff Manor
Public
Library,
noting
that
the
current
leadership
is
stepping
down.
The
Friends
organization
retains
some
funds.
The
board
discussed
the
importance
of
having
an
active
Friends
group
in
place
as
the
library
moves
forward
with
its
reimagining
and
renovation
efforts,
and
agreed
to
revisit
at
the
next
meeting.

DEVELOPMENT AGREEMENT WITH BRIARHOUSE, LLC
WHEREAS, the Briarcliff Manor Local Development Corporation (the
“Corporation”) is a party to that certain Land Development Agreement with
License and Exclusive Option dated June 6, 2025 (the “LDA”), by and among the
Corporation, the Village of Briarcliff Manor (the “Village”), and Briarhouse, LLC
(the “Company”); and
WHEREAS, pursuant to Section 2.1 of the LDA, the Company has requested an
extension of the Development Term for an additional six (6) months, from June 6,
2026 through December 6, 2026; and

Justice Center
Mr. Patrick Normoyle , Applicant, reviewed updated renderings of the proposed
Justice Center and reviewed revisions made in response to prior comments from
the Village Board and staff, including façade materials, window detailing, roofing
elements, landscaping, and treatment of the Sally Port area.
He advised that construction documents are currently being prepared, with a
progress submission anticipated in May and permit-ready drawings targeted for
July 2026. Additional geotechnical investigations are also planned to assist with
retaining wall and site design.
He reviewed the anticipated construction schedule, parking impacts during
construction, and maintenance of temporary parking areas were discussed. He

the direction it was going in.
Mr. Normoyle reviewed the timeline and noted they would be able to keep

then 24 new spaces would be available 9-12 months after construction begins.
He stated their new architect would present the residential building at the next
LDC meeting.
Mayor Vescio suggested any savings on furniture be used towards the redesign

II. APPROVAL OF MINUTES
MOTION: To approve the minutes of the February 11, 2026 regular
meeting.

III. PRESIDENT ’S REMARKS
President Casper welcomed a new trustee, Jean Park, a candidate from the
previous recruitment round, to fill the vacancy left by Julie Sylvester.
IV. FINANCIAL REPORT
1. Review & Approval of February transactions .
A. Bill Townsend presented the financial report. The Board reviewed line-item
expenses .
B. It was decided to inform the Wasserman family of the physical changes in the
library in light of their gift and to inform people who have rented space for
exhibitions that the wall has been removed , but there is alternative space.
C. Reducing the size of the audio book collection by donating to community
organizations such as Atria and The Club was discussed.

Property Redevelopment Floating Zone
Mr. Patrick Normoyle, Applicant, gave his condolences on the passing of Trustee
Netburn. He provided a brief update on the Justice Center design.
Ms. Adriana Concepcion, Architect for the Applicant, reviewed the conceptual
design.
The Board had general discussion on the design elements.
Mr. Normoyle stated they were consulting with three architects on the
residential/commercial building and would have a submission prepared for the
March 17 th meeting.
Upon motion by Trustee Mallett, seconded by Trustee Hunt, the Board voted
unanimously to adjourn the public hearing to March 17, 2026.

Chief Financial Officer Nivins reviewed the report including account balances and
payments and stated she was nearly done with the proposed budget for
FY26/27.

Mr. Patrick Normoyle, Applicant, reviewed the updated renderings and requested
feedback from the Board.
Ms. Adriana Concepcion of H2M Architecture reviewed the design elements of
the Justice Center.

some minor changes to the overhang and lighting but stated it was great
progress.
Mr. Normoyle reviewed the timeline of the project.
Chairman Vescio requested a phasing plan be implemented to keep some

2. Approval of the Minutes from 12/10 /25: Maggie moved to accept the minutes . Jane seconded, and the motion was
passed unanimously.
3. President ’s Remarks: Stephanie
A . Welcome to our new board members
B. Kim and Stephanie met with Terry from WLS about the BMPL space assessment who shared recent goings on in the
Westchester Library System. Stephanie is in the process of connecting with other similarly-sized libraries (e.g.,
Katonah and Lewisboro) to discuss similar efforts.
4. Financial Report: Bill
A . Reviewed the monthly expenses.
B . Ordering issues with Ingram persist. As a result, the library is ordering more from Amazon.
C. Stephanie requested the addition of a new line item in the monthly expense report for Hoopla which would provide
more granularity. Bill to investigate the possibility of adding.
D . Mike R. moved to accept, Maggie seconded, and the Financial Report was approved unanimously.
E. Bill reviewed YTD progress against the 2025-26 annual budget.
