Intergovernmental Legislative Relations Committee

City Council

The City Council will take final action on a proposed 0.4875% municipal gross receipts tax that would go before voters at the next general election as the 'Community Enhancement and Local Investment Tax.' They will also consider ordinances authorizing up to $65.5 million in industrial revenue bonds for two hotel projects and the formation of the Savio Ridge Public Improvement District.

Council approved a $40.5M taxable industrial revenue bond for the Dreamcatcher Sawmill Hotel project (6-3) and a separate $25M bond for a Dreamcatcher Journal Center Hotel (9-0). They also approved a LEDA project for Eden Pharmaceuticals expansion and several grants and appointments. Two charter amendment proposals were postponed to August 3.

Land Use, Planning, and Zoning Committee

The Land Use, Planning, and Zoning Committee will consider and potentially vote on Ordinance O-26-39, which amends the Integrated Development Ordinance to revise regulations for cannabis and nicotine retail uses. The meeting includes public comment opportunities via Zoom.

The committee voted 4-1 to send O-26-39 (amending cannabis and nicotine retail regulations) to the full City Council with a recommendation of 'Do Not Pass' after an earlier motion to send without recommendation failed. The ordinance had first been amended unanimously.

The committee will consider a $2.8 million agreement with Homewise to administer a homeowner rehabilitation program using Housing and Neighborhood Economic Development Funds. It will also review awards for concert production technical staffing and homemaker/personal care/respite care services. Several ordinances are on the agenda, including expanding the catalytic converter ordinance to cover copper/brass materials, creating a consolidated accountability ordinance, and amending the whistleblower ordinance.
