Dear Mr. Markley:
Strand Associates, Inc.® (Strand) completed the first review for the PDM Metals Steel Shot Blaster
Site Plan as sent to Strand by e-mail on July 30, 2026. Please address the following comments:
1.
General Comments for Consideration by Planning and Zoning (P&Z) and City Council
a.
The proposed addition falls generally in the same area where future craneways were
shown on the PDM Master Plan for the site that was submitted and approved in 2019.
b.
There is a negligible increase in the impervious area to the site, and therefore, no
additional detention is required for this recent addition. This was proven by a submitted
stormwater management plan.
c.
The overhead doors are being shown facing toward the public right of way; however,
said doors will be the same color as the concrete façade of the structure and will blend
in.
Discussion is necessary as to whether additional site elements shall be provided in accordance with
Carlisle City Code Section 165.12, 3, A, 2:

Dietre McCormick appointed chair of the Cemetery Board 5-0
Discussion on new process for Cemetery intake forms, buying, selling, and maintaining
records. Libby will create intake form and samples of other forms and write down process
to be presented at next board meeting.
Discussion and possible action on setting recording fees in the amount of $25 to be paid to
the City for Recording with the county and administration processing approved by board
vote 5-0.
Discussion on Renaming the sections of the Cemetery (Sections A, B, C, D) to assist with
locating and records maintenance. Libby and Kasey will go out to the Cemetery and decide
on sections and where to mark the sections. Will bring the map to the next meeting for
Board review.
Next Board meeting set for Monday September 14, 2026, at 3:30pm. Agenda and
information will be sent out to the Board prior to the meeting for all Board members to
review.

Holtz presented information on Change Order #2 for the School Street Phase 3 Project. He noted it would
provide ADA compliance to the sidewalk and crossing around City Hall. He noted that it was not
originally needed but through the course of changes of the project, conversation resulted in the change
order. McAvoy clarified that there was a deductive change order previously that was over the amount of
this change order. Carter asked about the cause of finally moving forward. Holtz noted the conversation
was happening since the initial concept of the project but it was originally excluded due to time and cost

Goodhue provided a report on staffing changes with Sherry Schlundt’s retirement and Emma Haynes’ starting
in the position. Programs are up 20% from last year and 11% increase in participants. Check outs are down by
2%, however loan numbers continue to go up. Summer reading started June 1st and runs through July 31st. Sign
ups for summer reading challenge has increased 2% so far. The Library Board is going through policies, and
have a strategic plan. Policies are required to be reviewed every 3 years and strategic plan every 5 years. Deven
spoke on a potential change order. With the two original walls, a plan has been developed to use metal panels,
which are also used on other parts of the building, due to structural issues with the original brick walls.

Kiln Room on June 9, Movie Night in the Park on June 12, and Golf Outing on June 20.
DEPARTMENT REPORTS & OTHER PRESENTATIONS
Miller provided an update for the department. He noted that the IC inspection went well, all paperwork was
in good order. He also noted that he was working on looking into a new meter reading system. Council
asked about some details on that. Cataldo commanded the electric department on how fast power was
restored on the recent Ash St. power outage.
CONSENT AGENDA & POSSIBLE ACTION Motion by Cataldo, seconded by Carter, to approve
consent agenda. Motion carried unanimously on a roll call vote 4-0.

Rhinehart gave quarterly public works update including asphalt patches, work with contractor on concrete
patches, and mowing roadside ditches and next 30 days. Paving army post road and 50 seconds to begin in
May. Several larger projects coming up are grinder pedestal replacements in Avon, as well as manhole
adjustments as some have settled. Reinhart noted a well #5 issue that required replacement of the pump.
That replacement should be taking place Thursday.

consent agenda amending the bills to $135,708.15 by pulling Hammerand bill, amending the April 27
minutes to remove Rhinehart attendance, and pulling Fireworks contract from consent. Motion carried
