Policy Referral: City Ordinance - Parking on Sidewalks1.
Staff Resource(s):
Lisa Flowers, City Attorney’s Office
Terry Bradley, Community Relations
Explanation
§ On June 18, 2026, the Mayor made a referral to the committee to discuss what changes are needed
to the city ordinance to clarify restrictions related to parking on sidewalks.
§ The city’s ordinances regarding motor vehicles and traffic are codified in Chapter 14. Two provisions
of Chapter 14 address the prohibition of parking on sidewalks.
§ Although both sections prohibit parking on sidewalks, Section 14-130 introduces an exception that
does not appear in Section 14-216(a)(9). The overlapping but different language in these two
sections creates ambiguity for enforcement officers and residents.
§ Staff will review proposed language to align the ordinance language.

Music playing. Excuse me. Music playing. The best way to answer that, I think, is to recognize that the city and the MPTA are starting a relationship with this agreement and all future agreements. And there are so many of those types of issues that you will want to develop policies about, communication about, and coordination about. This agreement does not address that type of situation. Gotcha. I think that's something we should think about because this is the legal framework for risk, and this is absolutely needed. But when we think about risk mitigation, just over the last five years, the events that have happened on the light rail or with the trains and bearings and things of that nature, just the overall risk mitigation from an operational perspective, I think we need to have some conversations around that and keep that top of mind. That's it, Madam Mayor. Thank you. All right. Ms. Johnson and then following Mr. Graham. Thank you, Madam Mayor. And Council Member Anderson, I loved your question. So we did say that the employees wouldn't be harmed. But if an employee works for the city, there's lots of opportunity for advancement, just being an internal employee. So I think if we could think about the employees that are being transferred, if they have some type of priority for hiring in the city, if they would apply for a city job maybe the first two years or something like that, if we could think about that. Because while they might not be harmed currently, where they wou …

I also want to understand because you gave a couple of different options of potential development like if we look at the modernized bridges and interchanges I thi . >> good afternoon, everyone.
