Chairman Chillock called the BOF meeting to order at 6:03 p.m. In attendance included:

APPROVAL OF MINUTES
June 17, 2026
On a motion made and duly seconded, the minutes of the June 17, 2026 Regular BOF
meeting were unanimously approved as presented.
DISCUSSION ON PAYMENT OF FEES FOR RETIREMENT BOARD – Possible Vote
Jennifer Rannestad provided an overview of the 457(b) Retirement Plan transitioning from
Voya to T. Rowe Price. Costs associated with the plan and transition were presented to the
BOF.
Phil Reynolds made a motion to pay the one-time $1,000 change fee for FY27 and an
Annual Plan Fee in an amount not to exceed $1,800 beginning in FY27. John O’Hare
seconded the motion. The motion passed unanimously.
On a motion made and duly seconded, the order of the Agenda was revised to discuss
“Audience” before the “First Selectman’s Report”. The motion passed unanimously.

CALL TO ORDER
Chairman Meehan called the meeting to order at 7:00 p.m. In attendance included: Ed
Meehan, Mark Riggio, Ian McLachlan, Sam Chorches, John King and Virginia Carmany.
AUDIENCE – None.
DISCUSS USER FEE OPTIONS AND PREPARE DRAFT 26/27 BUDGET
A copy of the 2025/26 Adopted WPCA Budget was distributed to Board members and
reviewed/discussed.
Ed Meehan provided an overview of the document including:
• CT Water has been asked to provide water usage data for 10/2025 through 8/2026.
o Data will be used to determine EDU rates.
• Year-to-date spending and adjustments made because of the pump replacement
project and related costs (pump, electrical work, transducers, soft-start costs,
engineering, system reprogramming).
o The pump-related costs total approximately $28,000, spread across several
budget line items. The capital line originally budgeted at $10,000 has
reached approximately $14,000.
o Winn River performed spring cleaning and cleaned the wet well when the T
connection was installed. The charge is approx. $3,500 per visit.
• An outstanding R.H. White invoice for re-plumbing the T connection is being
questioned. The original quote was $4,800, but the bill is $6,200. Ed will seek
clarification regarding the equipment, trucks, labor and ma …

Association received a $6K matching grant from Sustainable CT to repair several
brownstone grave markers in the cemeteries on Goose Hill. The stones are falling apart
(delaminating) from weathering. She thanked the Sustainability Team for their work with
Sustainable CT. The Cemetery Association will be fundraising for the matching funds this
fall between Labor Day to Halloween. We are pleased to endorse their work.

Minutes from the April 20, 2026 meeting were approved as written; all in favor.
Business
• Peter provided an update on transition of the 457 plan to T. Rowe Price. The fee schedule for third party
administrator Wells Thomas was reviewed. There is a one time fee of $1,000 for plan document
preparation and on going base annual fee of approx. $1,500 (net of participant contributions) and a per
employee charge of $4 (approx. $200.) Discussion followed regarding the past board recommendation
that the town assume administrative costs associated with the plan. The Board of Selectmen has
referred these costs to the Board of Finance for consideration.
Motion made and seconded that the Retirement Board recommend to the Board of
Finance that the town assume the cost of the base annual fee, the per employee fee and
the one-time plan document preparation charge. The motion passed, 4 voting in favor
and 1 (Kate) abstained.

6/30/2026.

Chairman Meehan called the meeting to order at 7:00PM. Present were: Sam Chorches,
Ian Mclachain, Mark Riggio, and John King
AUDIENCE OF CITIZENS: Mike Milano representing 9 Water Street, LLC and Gigi Rankin
representing Double D Design, LLC.
DEEP RIVER USAGE AND MAINTENANCE REPORT: John Ely was present to report on
status of pump repairs completed since January. The new transducers were installed in
June enabling actual calculation of gallonage flow pumped to the Deep River’s treatment
facility. Using actual flow counts for June gallonage and pump rum times the gallons per
minute were set at 76 GPM. The 76 GPM flow volume and pump run minutes for the
months of January, February, March April and May were calculated and multiplied by
Chester’s gallonage flow rate (.009) to determine month’s usage charge.
Ian Mclachain moved to accept the actual usage calculation for June gallonage flows at 76
GPM, and the January through May estimated usage charges which total $16,506.43.
Second, by Sam Chorches and unanimously approved. Ed Meehan requested Deep River’s
WPCA to expedite their invoices for both usage and maintenance fees to close out our
fiscal year 25-26 end budget as soon as possible.

Chairman Fetter called the meeting to order at 7:03 p.m. Alternate present, quorum of
members achieved.

PUBLIC HEARING
Chairman Fetter does introductions of committee and all parties present.
Chairman Fetter explains the hearing process. The committee reviews the application
documents, supporting materials and the property maps submitted to the Zoning Board of
Appeals by the applicants in advance.
Application for variance of Section 60B of the Chester Zoning Regulations regarding front and
side yard setbacks for the construction of 24’x26’ 2-bay garage and a 16’x8’ connector to the
existing house at 6 Bishop Road (Map 12, Lot 90) in the R-2 Zoning District. Applicant: Michael
Desnoyers. Owner Greg Garcia.
The applicants for 6 Bishop Rd (Map 12, Lot 90) are requesting a variance for a 24 x 26 garage

The Chester Board of Fire Commissioners met on July 15, 2026 at the Fire House, 6 High Street.
In attendance were Bob Bandzes, Bettie Perreault, Rick Schreiber and Bob Quale Also present
were Chief Charles Greeney, Fire Marshal Dick Leighton, Emergency Management Director
James Grzybowski and Richard Tsou.
Item 1: Call to Order
Chair Bettie Perreault called the meeting to order at 7:10 P.M. followed by self-introductions.
Item 2: Audience of Citizens
There was no one present.
Item 4. Report of Board of Selectmen
First Selectman Legnar was not in attendance. In her absence others reported the following:
The water main replacement project included new fire hydrants which have been installed
on West Main Street by the Connecticut Water Company.
The Sunday Market is operating with little problems with vendors and customers.
The Chester Hose Company will continue to provide appropriate flag and banners for
deceased members as the Town of Chester will not be lowering the flag at Maple Street
for deceased residents.
Item 5. Report of Fire Chief
Chief Greeney reported on the following matters:
Activity reports for the months of May and June 2026 were distributed. For May, a total
of 66 calls were responded to, and for June 2026 a total of 68 calls were addressed.
During June a total of 11 mutual aid calls were provided to area towns. For the month of
May 2026 income was $ …

Board of Selectmen
✓ Decided: Board approves Titan Energy electricity contract renewal for 30 months
The Board of Selectmen approved a renewed electricity supply agreement with Titan Energy via CCM for a fixed rate for 30 months, effective 7/15/26. They also approved the Deep River Bulky Waste Agreement fee of $108,150 for 2026-27, appointed Bridget Moriarty to the Park & Rec Commission, and created a non-lapsing fund account for Chester Elementary School. A $200 goodwill adjustment was made to the YMCA's billing for constable/EMT services.

June 9, 2026 – Public Hearing

APPROVAL OF APPLICATION FOR THE 2026 NEIGHBORHOOD ASSISTANCE ACT GRANT
PROGRAM
The NAA (Neighborhood Assistance Action Tax Credit Program) is designed to provide
funding for municipal and tax-exempt organizations by providing a corporation business tax
credit for businesses which make cash contributions to these entities.
The 3 projects for consideration are:
• Goodspeed Musicals – energy conservation – HVAC upgrades and refurbishment at
the Norma Terris Theatre - $73,000
• Town of Chester – energy conservation – Chester Elementary School – boiler(s)
replacement- $150,000
• Town of Chester – energy conservation – DPW Garage – lighting @ salt shed and
sand/salt shed- $9,815
Copies of the grant applications were included in the BOS packet.
Pat Bandzes made a motion to approve the grant applications, Forms NAA-01, for the
above projects as presented and to submit the applications to the State of Connecticut for
consideration/approval. Cindy Lignar seconded the motion. The motion passed
