an update on one recent electrical interruption.
Discussion and consideration of adopting Resolution # 3789 and authorizing appropriate City officials to
sign Amendment No. 3 to the Long-Term Power Supply contract between WPPI Energy and the City of
Hartford. – Utility Director Brian Rhodes said the city is looking to extend the long-term power
supply with WPPI. There are 51 locally owned Municipal Utilities who make up WPPI and they are
Hartford’s biggest asset.

Joint Review Board/Tax Incremental Districts Annual Review
Joint Review Board to vote on creating TID 14 for Innovation Way extension
The Joint Review Board will consider approving the project plan and boundaries for Tax Incremental District 14, which would fund a $3.3 million extension of Innovation Way and support residential development including a 600-unit Winter Park Builders project. The Finance & Personnel Committee will consider approving three new alcohol licenses for businesses on East and West Sumner Street, and an ordinance amendment to adopt the Mid-Moraine Municipal Court's bond schedule by reference, which would increase court fees from $38 to $48 per citation. Discussion and Consideration to reject a public construction contract for the Wacker Drive
Improvements . - City Engineer Walter stated that three BIDS were received on June 17, 2026. The low
Bid was from Stark Pavement at $609,301.30. All Bids were around $100,000 over projected amount. At
this time City Staff recommends rejecting this public construction contract and going back for BID in
January 2027.
MOTION by Alderperson Kirley , seconded by Alderperson Rusniak to reject a public construction
contract for the Wacker Drive Improvements.

The Finance & Personnel Committee will discuss and consider approving renewal and new licenses for fermented malt beverages, intoxicating liquor, cigarette/tobacco/vaping products, and weights and measures for the 2026-2027 license year. Call to Order – Chairperson Rusniak called the meeting to order at 6: 45 p.m. in the Common Council
Chambers of Hartford City Hall, 109 North Main Street.

Discussion and consideration of approving Class A, Class B, and Class C Fermented Malt Beverage and
Intoxicating Liquor licenses for the period of July 1, 2026, through June 30, 2027 . – City Clerk Kreilkamp
advised that there is a conditional renewal for one location and if more details are needed on that
incident, please reach out to Chief Thickens or Attorney Prust. Clerk Kreilkamp also mentioned that
there is a new Class “ B ” Beer and Clas C Wine application for Tochi Hartford, LLC that has been
submitted .

Update on Electric Service Interruptions and Water Main Breaks – Utilities Director Brian Rhodes provided
an update on one recent water main break and three electrical interruption s .
Electric Rate Comparison – Utilities Director Rhodes informed the Committee of a recent Rate
Comparison, and the city is 75% lower than We Energies for residential customers, 45% lower for
commercial customers, and 38% lower for industrial customers.
Presentation of the 2025 Public Service Commission Annual Report – Utilities Director Rhodes stated that
the Public Service Commission requires an annual report that is broken down into three categories. The
three categories are Financial, Water, and Electric. Director Rhodes went over the financial portion of the
Report to the Committee members.
Discussion and consideration of approving the purchase of Replacement Insulators for Dodge Substation
Circuit Switcher . – Utility Director Brian Rhodes explained that at the last inspection it was found that a

maintenance.

Minutes: Minutes of March 9, 2026, were reviewed. Motion by Piquett, seconded by
Roethke to approve minutes. Motion carried.
