MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BLYTHEVILLE, ARKANSAS January 20, 2026– 5:00 P.M. The City Council of the City of Blytheville, Arkansas met in regular session at the Justice Complex on January 20, 2026, at 5:00 p.m. Present were Mayor Melisa Logan, City Clerk Melody Lawson, City Attorney Chris Brown, and the following Council Members: Barbara McAdoo-Brothers, R.L Jones, Shirley Marshall, Matt Perrin, Linda Moore and Jacquin Benson, Jr.. The press was represented by Joseph Fondren. The invocation was given by Pastor Randy Crenshaw (God’s Holy Temple Church) The Mayor led the Pledge of Allegiance. The Mayor asked for the council’s wishes on approval of the minutes from the December 16, 2025, regular meeting. Jones made the motion, seconded by McAdoo-Brothers to accept the minutes of the December 16, 2025, regular meeting as prepared by the City Clerk, vote 6/0. The Mayor asked for the council’s wishes on approval of financial reports. Jones made the motion, seconded by Moore, to accept the financial reports as presented, vote 6/0. The Mayor called for anyone wishing to speak on an agenda item. No one came forward. The Mayor called for new business ORDINANCE NO. 2093 WAIVING THE COMPETITIVE BID PROCESS FOR THE PURCHASE OF CERTAIN EQUIPMENT FOR THE BLYTHEVILLE FIRE DEPT. (NEW LADDER TRUCK/$1,772,003.33) McAdoo-Brothers offered the Ordinance, which was read in full by the City Clerk. Approve purchase of a new fire truck for $1.7 million
