RETIREMENT
Mayor Slamka welcomed Adam Hunter, Founder & CEO of Old Glory Retirement
Foundation to the podium. Mr. Hunter stated that I come to the podium with a full heart,
carrying a message of profound pride for our community. The American flag is not just
a piece of cloth. It is a living symbol of our republic. Every thread is woven with the
sacrifices of our veterans. Every red stripe represents the blood of our fallen heroes.
Every white stripe reflects the purity of their service, and every star stands as a beacon
of liberty for our nation and an example to the world. When these flags have flown their
final watch—when they are worn, faded, and weathered by time—they deserve more
than simply being discarded. They deserve a final salute. Our foundation does not
simply dispose of retired flags. We conduct a solemn retirement ceremony, respectfully
returning them to ashes and ultimately to the soil of the nation they served. I am proud
to announce that this past weekend, the Old Glory Retirement Foundation, here in the
City of Middletown, completed the burial of the ashes from what we believe was the
largest single-day American flag retirement ceremony in histo …

Planning Commission Chair Will Parsons called the meeting to order at 6:00 p.m. The roll
was called by Claire Fetters Binegar. A voting quorum was present. Mr. Parsons led the
pledge of allegiance.
PUBLIC HEARING: FINAL PLAT - MAJOR SUBDIVISION
Heritage Landing, Section 3
Prior to beginning the case, Mr. Kash swore in Ms. Binegar.
Mr. Parsons then asked Ms. Binegar to present the case. Ms. Binegar presented the staff
report using a PowerPoint presentation and review criteria at the end of the presentation to
conclude her staff report.
Mr. Parsons asked the Commission if there were any questions for staff. Ms. Ramsey arrived
at 6:05 p.m.
Mr. Kash asked which departments review the final plat for compliance with the
Development Code; Ms. Binegar confirmed that she reviewed the plat and explained that the
final plat is the last stop for a development prior to pulling permits for the construction on
the parcels created with the plat. Ms. Binegar stated that Engineering would need to
approve the final plat prior to submission to Planning Commission to ensure that there are

Mentel motioned to EXCUSE the absent Board members; Mr. Kash seconded the motion.

Mr. Kash stated the next item on the evening’s agenda was to approve the meeting minutes
from February 4, 2026 & April 1, 2026 and asked if anyone had any corrections. Mr. Mente!
noted he was not present for the February 4, 2026 meeting. Mr. Galvin also noted that since
4 members are present, for a motion to carry, all members present must be in agreement.

MidPointe Library Tax
Budget
At 5:32 p.m. Law Director Ewing swore in everyone that intended to speak at the public
hearing. Travis Bautz, 125 Broad Street, Middletown, Ohio presented highlights from
the MidPointe Library System’s 2025 annual report, noting that the system serves the
eastern half of Butler County, including Middletown, West Chester, Liberty, Monroe and
Trenton. During 2025, the library circulated nearly 2.2 million items to almost 200,000
cardholders and welcomed nearly 690,000 visitors across its branches. The system
offered nearly 3,000 programs attended by more than 100,000 people, ranging from
baby and preschool story times to senior congregate lunches offered in partnership with
the Council on Aging. Bautz emphasized that library use continues to grow, with
circulation increasing about 3 percent and overall branch visitation rising approximately
20 percent from the previous year. The Middletown branch alone recorded more than
165,000 visitors, averaging 13,700 …

1. Eligibility List
a) Patrol Officer - Megan Ellis advised the Civil Service Commission that 57 applied
to take the written examination and physical agility held on Wednesday April 29 ,
2026 . Ms. Ellis stated 42 were no shows and 15 had taken the written
examination and physical agility . Ms. Ellis further stated all 15 passed the
physical agility test , but 3 failed and 12 passed the written examination . She
advised the commission the department reviewed the applications and
recommends them to remain on the eligibility list. Ms . Batliner came in prior to the
meeting and reviewed the applications. Motion : Moved by Mr. Becker to approve
the eligibility lists for Patrol Officer . Ms . Batliner seconded the motion. Motion
passed .
2. Exceptional Appointment-

Jeff Payne, Executive Director, Downtown Middletown, Inc. thanked the City for its
assistance in supporting the successful Women's Wine and Chocolate Walk event. He
reported attendance of more than 700 visitors, with ticket sales and attendance both
increasing by approximately 100 over the previous year. Despite light rain at the start
of the event, downtown businesses reported strong sales and positive feedback from
attendees. Mr. Payne also recognized the contributions of volunteers, who provided
more than 750 hours of service in planning and executing the event. He noted that
Downtown Middletown, Inc.'s mission is to support and promote downtown through
programs, initiatives, and events that strengthen existing businesses, attract new
investment, enhance downtown's image, encourage historic preservation, and
contribute to the community's economic vitality. He concluded by thanking the City for
its continued support.

CALL MEETING TO ORDER
Historic Commission Chair Matthew Dixon called the meeting to order at 6:00 p.m. The roll
was called by Claire Fetters Binegar. A voting quorum was present. Mr. Dixon led the pledge
of allegiance.
Mr. Dixon then noted there was a Commission member not present at the meeting and
asked for a motion to excuse their absence. Mr. Daniel motioned to excuse Mr. Brickler from
the meeting; Mr. Carter seconded the motion. The motioned passed unanimously with a 6-0
vote.
Mr. Dixon then swore in anyone who would be giving testimony before the Commission.
Mr. Dixon stated the next item of business would be the approval of meeting minutes of the
previous meeting but noted the absence of the minutes from the staff packet as well as the
agenda. Ms. Binegar stated that the meeting minutes would be pushed to the next
meeting’s agenda.

a) Police R ecords Clerk - Megan Ellis advised the Civil Service Commission that
117 applied to take the written examination held on Tuesday , March 3 1 , 2026 .
Ms. Ellis stated 83 were no shows and 34 had taken the written examination . Ms.
Ellis further s tated 8 failed and 26 passed the examination . She advised the
commission the department reviewed the applications and recommends them to
remain on the eligibility list. Ms . Batli ner came in pri o r to the meeting and reviewed
the applications. Motion : Moved by Mr. Becker to approve the eligibility lists for
Police Records Clerk . Mr . Brickey seconded the motion. Motion passed .
b) Firefighter - Megan Ellis advised the Civil Service Commission that 92 applied to
