The Converse County Joint Justice Center Joint Powers Board meeting was called to order at 9:00 a.m.
by Chairman Rick Grant with the following members also present: Kim Pexton, Ron McNare, Donald Blackburn,
and Perry Hershberger joined via telephone. With apologies, members Terry Moss and Robert Short were absent.
Mr. Grant led the Pledge of Allegiance.
Mr. Grant asked if there was any discussion on the minutes from the May 21,2026, regular meeting.
There being no discussion, Mr. Grant called for a motion. Mr. McNare moved to approve the minutes from the
May 21,2026 regular meeting, Mr. Blackburn seconded and with all members voting aye, motion carried.
Mr. Grant asked if there was any discussion on the May 2026 Communications invoices. There was
discussion over Laramie Range invoices and there being no further discussion, Mr. Grant called for a motion.
Ms. Pexton moved to approve the May 2026 Communications invoices, Mr. Blackburn seconded and with all
members voting aye, motion carried.
Mr. Grant asked if there was any discussion on the June 2026 Operations invoices. There was discussion
on the janitorial expense and there being no further discussion, Mr. Grant called for a motion. Mr. McNare made
a motion to approve the June 2026 Operations invoices, Ms. Pexton seconded; with all members voting ay

June 16, 2026
Call to Order
This regular meeting was held on June 16 2026, with Chairman Dave Pellatz, Vice Chair
Jared Vollman, Members Jody Glenn, Joe Benedetta and Special Projects Coordinator Tory
Walsh in attendance. With apologies, Member Dustin Ailport was absent. Mr. Pellatz called the
meeting to order at 3:00.
Minutes
Mr. Pellatz called for any discussion on the minutes of May 19, 2026. There being no
discussion, Mr. Pellatz called for a motion. Mr. Benedetta moved to approve the minutes of May
19, 2026, Mr. Vollman seconded, with all members voting aye, motion carried.
Old Business
The Bluegrass River Ranch Minor Subdivision application was reviewed and discussed,
to vacate and replat Lots 6A and 6B. The revised preliminary plat was received on 5/27/26. The
Commission requested the following additions/edits be made to the preliminary plat:
1. The vicinity map does not show the vacation of Lots 6A & 6B; requested removal of Lots
14 & 15 and hatching, for clarity, and denote vacation of Lots 6A & 6B in vicinity map.
2. The easement to proposed Lot 14 needs to be a 60’ road, and it needs to be named.
Regulations require at least one legal access from a public road, and since Bluegrass
River Ct is private, it needs to essentially be an extension of that.
3. Since the ROW will be expanded in Lot 15, new acreage outside ROW requested in the
drawing.

The regular meeting was called to order at 8 :02 a.m. on June 16 , 202 6 . Present in person
were Commission Chairman Jim Willox; V ice-Chairman Rick Grant ; Commissioner s Robert

Mr. Todd Mattson, HDR Engineering, Inc., provided updates on major road construction
projects. The 55 Ranch Road angle-point survey from 1923 was reviewed; Mr. Artie Schubert,
County Survey , provided additional information and options, including preparing a curve linear
survey post construction. The Jenne Trail Reconstruction Project Phase 3 was reviewed at length,
including the status of the project and costs and other considerations related to the installation of
a concrete stockpass. Warra nty work remaining for the Lambert Subdivision Sewer and Water
Improvements project was discussed; the County will move forward with contractor-performed
repairs to a portion of the sewer line and storm drain . Mr. Jason Wilkinson, Road & Bridge
Superintendent, and Mr. John Shephard, Foreman, provided additional departmental updates.
Following review of a draft Temporary Road Closure Application requiring ten-day notice prior
to any county road closure , Mr. Kaufman moved to authorize Road & Bridge to move forward

Board of Commissioners of Converse County Joint Work Session
May 26, 2026
The work session was called to order at 8: 00 a.m . Present were Commission Chairman Jim
Willox; Vice Chairman Rick Grant, Commissioners Trent Kaufman and Donald Blackburn; and
County Clerk, Karen Rimmer.
The Commissioners met with the following departments, component unit boards, and
non-profit organizations to review and discuss FY2027 budget requests: Sheriff ’s Office and
Detention; Road & Bridge; Airport; and Clerk and Elections.
The meeting recessed for lunch at 12:00 p.m. and reconvened at 1:00 p.m.
Budget discussions continued for the Commissioner budget; ongoing FY2027 grants;
depreciation reserve; county road reconstruction and maintenance projects; reserve funds;
economic development; capital construction project; Human Resources; health insurance; and the
wellness program. The Commissioners also held a global discussion relating to personnel,
including potential cost of living increase for employees and considerations for both merit and
market increases. No action was taken.
The work session adjourned at 4:50 p.m.
A regular meeting of this Board will be held on June 2 and 3, 202 6 , at 8:00 a.m., unless
otherwise posted, at the Converse County Courthouse within Commission Chambers, located at

Mr. Todd Mattson , HDR Engineering, Inc., provided updates on Phase 3 of the Jenne Trail
Road Reconstruction Project including status of project and upcoming pay applications. An
overview of the 2026 CMAQ (Congestive Mitigation Air Quality) grant project was provided;
following discussion, Mr. Short moved to accept the bid from EnviroTech Services LLC as the
apparent low bidder for Converse County 2026 CMAQ for magnesium chloride liquid solution in
the amount of $691,184; and further moved to ratify the Purchase Agreement for Converse County
2026 CMAQ to purchase 3,323 tons of 30% magnesium chloride liquid solution for a total
purchase price of $691,184 from EnviroTech Services LLC; Mr. Blackburn seconded; motion
carried. The poor condition of LaBonte Road within the City of Douglas corporate limits as a
result of the Lambert Subdivision Sewer & Water Expansion Project was discussed; Mr. Mattson
is working with City officials to find resolution with the contractor. Mr. Mattson has also begun
design development for a new road into Ayres Natural Bridge Park; excess materials from the

Call to Order
This regular meeting was held on May 19 2026, with Chairman Dave Pellatz, Vice Chair
Jared Vollman messaged he will be late; Members Jody Glenn, Dustin Ailport and Special

absent. Mr. Pellatz called the meeting to order at 3:00.

Mr. Pellatz called for any discussion on the minutes of March 17, 2026. There being no
discussion, Mr. Pellatz called for a motion. Ms. Glenn moved to approve the minutes of March
17, 2026, Mr. Ailport seconded, with all members voting aye, motion carried.
Old Business
The Pestotnik Minor Subdivision was discussed; at the time of this meeting it was
presented as a vacate and replat of lots 6A and 6B of the Bluegrass River Ranch Minor
Subdivision. There have been no written comments received on this application, either in favor
or opposition. The additional and modified information requested at the March meeting was
reviewed. The vicinity map doesn’t show the vacation of lots 6A and 6B and there were typos in
Note 12. Mr. Vollman joined the meeting at 3:15. It was discovered upon review the designated
Recreation Area in the Bluegrass River Ranch Subdivision has been omitted from the
preliminary plat. After discussion, the Board requested Note 12 should read: “THE OWNER

were Commission Chairman, Jim Willox; Commission Vice-Chairman Rick Grant ;

Mr. Jerry Street, a resident of Converse County, shared concerns regarding magnesium
chloride on county roads and the issues it has caused for his personal vehicles . The Commissioners
discussed the significant need of dust suppression and provided notification resources ; n o action
was taken.
The Commissioners reviewed all warrants and documentation presented for the meeting.

The special meeting was called to order at 8:07 a.m . on April 24 , 2026 . Present in person
were Commission Chairman, Jim Willox; Commissioner s Trent Kaufman and Donald Blackburn ;
and County Clerk Karen Rimmer. Commission Vice Chairman Rick Grant and Commissioner
Robert Short were present remotely .
Mr. Mike Jennings, Relic Services LLC and Project Manager for the Converse County Shooting
Range Improvement Project, provided synopsis of all bids received on April 21, 2026, for the
project, including an overview of each company; confirmation of all requirements met; relevant
experience; and cost of bid. Following lengthy discussion, Mr. Short move d to approve the Notice
of Award and award the bid to EJ Services as the apparent qualified low bidder in the amount of
$1,200,646.19; Mr. Kaufman seconded. The Commissioners discussed contract requirements and
the bid schedule related to s tate 4-H youth s hooting sports competition schedules and stated
appreciation for having so many qualified bidders; motion carried.

Road Reconstruction Project including commencement of work on CR31/Ross Road. A stock pass
request by one landowner was discussed at length , as well as other aspects of the project. Mr.
Jason Wilkinson, Road & Bridge Superintendent, and Mr. John Shephard, Foreman, presented
other departmental updates, including road maintenance projects; wildlife concerns along certain
routes; staff scheduling; rig counts; permit type and numbers ; and other ongoing and upcoming
projects. Mr. Grant moved to approve two bore permits for Anadarko E&P Onshore for CR47-
Dickau Road for three composite flowline s , 8 ” or less in diameter, contingent upon receipt of
payment; Mr. Kaufman seconded. Mr. Short moved to approve a bore permit for ONEOK

the Douglas City Council were Mayor Kim Pexton; Councilmembers Ron McNare, Matt Schmidt ,

City Clerk, Linda Doane . Councilmember Perry Hershberger was excused.
The following nonprofit entities presented budget requests to the two governmental

The Converse County Joint Justice Center Joint Powers Board meeting was called to order at 9:01 a.m.
by Chairman Rick Grant with the following members also present: Perry Hershberger, Kim Pexton and Terry
Moss; Donald Blackburn joined via telephone. With apologies, Ron McNare and Robert Short were absent. Mr.
Grant led the Pledge of Allegiance.
Mr. Grant asked if there was any discussion on the minutes from the March 19,2026, regular and executive
meetings. There being no discussion, Mr. Grant called for a motion. Ms. Pexton moved to approve the March
19,2026 meeting minutes, Mr. Hershberger seconded; with all members voting aye, motion carried.
Mr. Grant asked if there was any discussion on the March 2026 Communications invoices. There being
no discussion, Mr. Grant called for a motion. Mr. Moss moved to approve the March 2026 Communications
invoices, Mr. Hershberger seconded and with all members voting aye, motion carried.
Mr. Grant asked if there was any discussion on the Apdl 2026 Operations invoices. There being no
discussion, Mr. Grant called for a motion. Mr. Moss made a motion to approve the April 2026 Operations
invoices, Ms. Pexton seconded; with all members voting aye, motion carried.

April 10 , 202 6
The special meeting was called to order at 3:00 p.m. on April 10, 2026 . Present in person
were Commission Chairman, Jim Willox; Commission Vice Chairman Rick Grant;
Commissioner s Trent Kaufman and Donald Blackburn ; and County Clerk Karen Rimmer.
Commissioner Robert Short was present remotely for the first fifteen minutes of the meeting and
then joined the meeting in person .
The Commissioners collectively interviewed the three candidates for the office of Converse
County Clerk of District Court as selected and provided to the Commissioners by the Converse
County Republican Party. The candidates interviewed were Ms. Donna Mathis, Ms. Johnna
Shephard, and Ms. Barbara Harris.
Following the interviews, Mr. Grant moved to recess into Executive Session pursuant to
W.S. 16-4-405(a)(ii) to consider the appointment, employment, right to practice or dismissal of a
public officer, professional person or employee ; Mr. Blackburn seconded. The Special meeting
recessed at 3:37 p.m. and reconvened at 3:50 p .m. No action was taken.
Mr. Willox discussed the process of appointing an elected official and the statutory
requirements required to do so. Each Commissioner thanked the applicants for their willingness
to serve the public in this capacity , as well as the service all candidates have provided for Converse

RESTRICTIONS PER THE BOARD OF LAND COMMISSIONERS ’ RULES AND
REGULATIONS DUE TO EXTREME FIRE DANGER
WHEREAS, the entirety of Converse County, Wyoming, has a high fuel load which may
result in a potentially high fire danger throughout the County and the fire danger is aggravated by
unrestricted outdoor fires and open fires; and
WHEREAS, the Converse County Fire Warden has recommended to the Converse County
Board of Commissioners a partial closure be ordered for the entirety of Converse County,
Wyoming; and
WHEREAS, Section 35-9-301, Wyoming Statutes, 1977, as amended, grants statutory
authority to any Board of County Commissioners, within the State of Wyoming, to close or limit
the use of any area with its county including, but not limited to the prohibition and/or restrictions

Call to Order
This regular meeting was held on March 17 2026, with Chairman Dave Pellatz, Vice
Chair Jared Vollman messaged he will be late; Members Joe Benedetta and Jody Glenn and
Special Projects Coordinator Tory Walsh in attendance. With apologies, Member Dustin Ailport
was absent. Mr. Pellatz called the meeting to order at 3:00.

The Pestotnik Minor Subdivision was discussed; Ms. Walsh provided an application
overview and Vice Chair Vollman joined the meeting at 3:07. Various details on the plat were

County Surveyor, was called in to provide answers to questions about the river and the pipeline
ditch. There was lengthy discussion over legal access. As presented, the preliminary plat did not

The special meeting was called to order at 1:32 p.m. on March 24 , 202 6 . Present in person
were Commission Chairman, Jim Willox; Commissioner s Robert Short and Trent Kaufman ; and
County Clerk Karen Rimmer. Commissioner D onald Blackburn was present remotely, and
Commission Vice-Chairman Rick Grant was excused.

CONVERSE COUNTY, WYOMING
A RESOLUTION IMPLEMENTING A PARTIAL CLOSURE WITH STAGE 1
RESTRICTIONS PER THE BOARD OF LAND COMMISSIONERS ’ RULES AND
REGULATIONS DUE TO EXTREME FIRE DANGER
WHEREAS, the entirety of Converse County, Wyoming, has a high fuel load which may
result in a potentially high fire danger throughout the County and the fire danger is aggravated by
unrestricted outdoor fires and open fires; and
WHEREAS, the Converse County Fire Warden has recommended to the Converse County
Board of Commissioners a partial closure be ordered for the entirety of Converse County,
Wyoming; and
WHEREAS, Section 35-9-301, Wyoming Statutes, 1977, as amended, grants statutory
authority to any Board of County Commissioners, within the State of Wyoming, to close or limit
the use of any area with its county including, but not limited to the prohibition and/or restrictions
of any type of open fire for such period as is deemed necessary and proper, subject to rules
promulgated by the Board of Land Commissioners of the State of

Regular Meeting - 9:00 a.m.
The Converse County Joint Justice Center Joint Powers Board meeting was called to order at 9:02 a.m. by
Chairman Rick Grant with the following members also present: Donald Blackburn, Perry Hershberger, and Ron
McNare. Terry Moss joined via telephone. With apologies, Robert Short and Kim Pexton were absent. Mr.
Grant led the Pledge of Allegiance.
Mr. Grant asked if there was any discussion on the minutes from the January 15,2026, regular meeting.
There being no discussion, Mr. Grant called for a motion. Mr. McNare moved to approve the January 15,2026
meeting minutes, Mr. Blackburn seconded; with all members voting aye, motion carried.
Mr. Grant asked if there was any discussion on the January 2026 Communications invoices. There being
no discussion, Mr. Grant called for a motion. Mr. Hershberger moved to approve the January 2026
Communications invoices, Mr. McNare seconded and with all members voting aye, motion carried.
Mr. Grant asked if there was any discussion on the February 2026 Operations invoices. The City of
Douglas invoices, DUO, NetMotion and door lock invoices were discussed. There being no further discussion,
Mr. Grant called for a motion. Mr. McNare made a motion to approve the February 2026 Operations invoices,
Mr. Blackburn seconded; with all members voting aye, motion carried.

Board approved $5,770 grant for Cowboy Summer Classic Quarter Horse Show

A RESOLUTION REVISING THE ESTABLISHED SPEED LIMITS OF VEHICLULAR
TRAFFIC ON COUNTY ROADS
WHEREAS, Wyoming Statutes §31-5-102, §31-5-108, §31-5-109, §31-5-110 and §31-5-
303, as amended, grants the Board of Converse County Commissioners the authority to establish
vehicular speed limits on County-owned streets and roadways; and
WHEREAS, the Board of Converse County Commissioners duly adopted Resolution No.
13-19 on October 1, 2019 , thereby amending, consolidating, and replacing Resolutions 14-99,
15-94, 15-94A, 06-00, 15-00, 04-06 and 12-14, all of which established various and specific speed
limits for all vehicular traffic on streets and roadways located within Converse County, Wyoming;
and
WHEREAS , the Board of Converse County Commissioners deems it in the best interest of
the citizenry of Converse County to make further amendments to speed limits on specific County
roads.
NOW THEREFORE, BE IT RESOLVED that the maximum speed limits allowed by law

Mr. Chris Caskey, Technical Services Director, and Mr. Nate Hughes, Technical Services
Administrator, provided departmental updates regarding completed and current surplus property
auctions through the Public Surplus auction site, including number of items sold, revenue
received, and upcoming items. Other departmental updates included Special Projects and updates
on various subdivision s; multiple ongoing maintenance projects for County facilities; structural
and mechanical engineer review of the Courthouse; and updates on County Surveyor, GIS, IT,
and janitorial. Following discussion of draft policies, Mr. Grant moved to approve the Internship
Policy for Converse County as presented; Mr. Short seconded; motion carried.
Mr. Matt Rassmussen, a member of the Wyoming Herpetology Society, presented
information to the Commissioners regarding various species of snakes, turtles, and other reptiles
that live in and around Ayres Natural Bridge Park. Mr. Rassmussen requested permission on

projects. Following discussion , Mr. Short moved to recess into Executive Session pursuant to
W.S. 16-4-405(a)(vii) to consider the selection of a site or the purchase of real estate when the
publicity regarding the consideration would cause a likelihood of an increase in price. Mr. Grant
seconded and motion carried . T he regular meeting recessed at 8:09 a.m. and reconvened at 8:25
a.m. ; n o action was taken. Mr. Todd Mattson continued with updates for the Jenne Trail Road
Reconstruction Project, Phase 3, including the m andatory pre-bid meeting to be held today . Mr.
Mattson requested allowing the bid date to be revised to February 4 versus January 28, 2026. If

January 20, 2026
Call to Order
This regular meeting was held on January 20, 2026, with Chairman Dave Pellatz, Vice
Chair Jared Vollman, and Members Dustin Ailport, Joe Benedetta and Jody Glenn in attendance.
Also present were Tory Walsh, Special Projects Coordinator and Grant and Nikki DeGraw. Mr.
Pellatz called the meeting to order at 3:00.
Minutes
Mr. Pellatz called for any discussion on the minutes of December 16, 2025. There being
no discussion, Mr. Pellatz called for a motion. Mr. Vollman moved to approve the minutes of
December 16, 2025, Mr. Benedetta seconded, with all members voting aye, motion carried.
Old Business
There was no old business to discuss.
New Business
The DeGraw Minor Subdivision application was reviewed and discussed. There was
discussion regarding the vacation of the lots from H4U Minor Subdivision and including that in
the vicinity map. Ms. DeGraw stated there is an existing septic system and water well on 19
Freedom Way; Ms. Walsh will request those be denoted in the drawing. There were symbols in
the drawing that weren’t in the legend and there was discussion over the buildings in the
drawing. There was discussion on signatures, notary and legal name of one of the applicants.
There being no further discussion, Mr. Pellatz called for a motion. Mr. Ailport made a motion to
recommend approval of the DeGraw Minor Subdivision application, contingent on the fo

Mr. Willox asked if there were any corrections, additions or any discussion on the October 8, 2025 minutes.
There being none, Mr. Willox ordered the meeting minutes from October 8, 2025 approved and filed.
Business Review
E911 – Ms. Byerly provided a staffing update and discussed the status of Code Red. The system has suffered
failures and alternative software is being considered; including Crisis 24 for the short-term and potentially Rave
for a permanent solution. There were no funding requests made at this time. Ms. Byerly provided an update on
EMD training and administrator change.

consideration would cause a likelihood of an increase in price. Mr. Short seconded, and motion
carried. The regular meeting recessed at 9:38 a.m. and reconvened at 10:01 a.m.; no action was
taken.
Mr. Chris Caskey, Technical Services Director, provided departmental updates including
Special Projects and an illegal subdivision that they are working through; multiple ongoing
maintenance projects for County facilities; and updates on County Surveyor, GIS, IT, and
janitorial. No action was taken.
Mr. Jason Wilkinson, Road & Bridge Superintendent; Mr. Dave Shaw, Road & Bridge
Special Projects; and Mr. Todd Mattson and Kenny Sission, HDR Engineering, provided multiple
