City of Curtis Council Meeting 7/8/2026 – 7:30pm Meeting was called to order at 7:30 p.m. by Mayor Brad Welch Roll Call: Tim Nicolson, Jaden Clark, Jerrod Burke and Alan Taylor Item 1: Golf Course Tractor – Lease/Purchase Jeff Stone was at the meeting to represent the Arrowhead Meadows board and ask the city if they could purchase the new tractor they are looking to buy under the city. Their current tractor broke down, and it is $5k fix. The tractor isn’t worth that to fix. Jeff said that the dealership mentioned that McCook and Cambridge have done similar for their golf courses. With the municipal government discount, the new tractor would have a better interest rate of 5.75%. The council discussed what they would do if the golf course were to default and possible selling of our tractor and using theirs. Council decided they were okay with the golf course going under the city for better financing. Item 2: Northland Bank – Municipal Improvement Bond Austin Partridge with Northland Bank came to give an update on the Municipal Improvement Bond that the city has been working on for the pool project. Tanya followed up on the requirements of the game and parks grant and the need for funding won’t be until after we go out for bids. That will give us the opportunity to bond only what we need for the project. City of Curtis Council Meeting 6/10/2026 – 7:30pm Meeting was called to order at 7:30 p.m. by Mayor Brad Welch Roll Call: Alan Taylor, Jerrod Burke, Jaden Clark and Tim Nicolson Item 1: Pool Manager Price Increase Request The current pool manager has managed the pool for fourteen years and the current changes in minimum wage paying the guards more prompted the wage increase request. There was discussion about the wage ordinance and how it needed updated but that for now with Tim Nicolson’s calculations based on the current wage sheet they decided to give her a raise to $19.00 an hour. Item 2: Trash Truck Rod Stagemeyer with Floyd’s truck center with quotes for a M2 106 Plus Conventional Chassis and SEC Champion Left Hand 36 Yard. Rod explained the quotes and answered questions the council had. He also mentioned there will be an increase in costs because of tariffs. He estimated the additional cost for the truck/chassis would be $1,300.00. The Council discussed how long it would take and when payment would be due for budgeting purposes. Payment would be due 30 days from when the truck went in to the body company which would be in the next budget. It was also discussed that the current trash truck could be traded in for around $25,000.00. Item 1: Tim Herman – Curtis Lake Idea Tim Herman was here to present his idea for the creation, seeing about the costs and appetite for reconstructing the levy system and restoring the Curtis lake that washed out in the 1940’s. He spoke to the Medicine Valley EDC on Monday about the project. He discovered that wells canyon had more water flowing then and they converged to help form the lake. Tim also went to the NRD to discuss the proposition of the water needed for the project. He was told he would need to buy out the water rights for five sections of land as well as working with the other reservoir dams and Kansas to try and make this project happen. He discovered that the costs to rebuild and secure the rights as well as the agreements on the water from many groups would be very difficult but not impossible to secure. Item 2: Medicine Valley FCCLA Five students from the school secured a spot in nationals. They are asking for jobs they can do for a donation towards the cost of their trip. The city is to have projects for the FCCLA participants to raise money to offset their expenses. Up to $1000.00 / $200.00 per kid. Based on timely complication the city may add additional work. Item 1: Housing Authority – Board Member Mayor Welch had several interested people in joining the housing authority board. Mark Gardner left the board and after discussions with housing authority for board discussions, the mayor would like to nominate Melanie Standiford for the position. Alan Taylor made the motion to approve Melanie Standiford to fill the vacant position on the housing authority board. Clark seconded. Motion carried 3-1 with Nicholson voting against. Item 2: Housing Authority – Pilot Tax A follow-up from a couple years ago about the PILOT tax for the housing authority. This is an in-leu-of-tax versus property tax to the city. The housing authority pays about $7,813.00 in this tax. Nicholson pointed out that if the city would like to do this that it would impact other organizations such as the schools, fire departments, county, natural resource districts, and others. The HUD training class suggested local boards ask for the waiver to allow HUD boards to have the most amount of money possib le for operations that they must do. Nicholson cited his history with the HUD federal regulations and the funding constraints that were experienced. The council would like to see a local permit to help verify insurance and vehicle inspection. Item 2: Pool Project Updates The pool has received new renderings from Miller and Associates with some of the changes. Additionally, work on a new survey of the area to address concerns with the water mains and sewer line's exact locations and overlap in the area. We are still working on these changes, but we are trying to identify the locations and elevations of the sewer main and the water mains running north-south on Ord Avenue.
