District’s Early Literacy and Intervention Plans, Practices, and Status Report
Background:
LRSD is committed to supporting every child’s right to read. Starting with strong early literacy development establishes the non-negotiable foundation for all future academic learning. Students who fall behind early often struggle to catch up, whereas strong early literacy skills predict high school graduation, mitigate systemic inequities, and prepare students for lifelong success. Early literacy success includes the development of 5 key building blocks: phonological awareness (playing with sounds and rhymes), phonics (connecting letters to sounds), vocabulary (understanding word meanings), fluency (reading smoothly), and comprehension (understanding what is read). In addition to learning to read, students develop their listening, speaking, and writing skills.
Rationale:
This update includes a district overview of literacy across the early learning grades and will describe multi-tiered systems of support to provide learners what they need. Context will explain the systematic approach to tier 1 (core) instructi …

LRSD Acceleration Paths Update
Background:
The Arkansas ACCESS Act (Act 341) is a higher education and K-12 accelerated learning reform law signed by Governor Sarah Huckabee Sanders in spring of 2025. The legislation expands high school concurrent credit courses, restructures college funding around workforce return-on-investment, and simplifies the admissions process for public universities. The pathways to readiness includes acceleration options within 5th to 8th grades.
Rationale:
This report outlines the systematic, phased timeline of actions taken by the district to implement the requirements of the Arkansas ACCESS Act. To balance rigorous academic acceleration with structural constraints (such as elementary teacher licensure and varying site sizes), the district adopted a phased approach focusing expansion initially at the middle school level while maintaining compliance with high school concurrent credit guidelines.
Strategic Plan Alignment :
Priority Outcome: Increase academic achievement for all students
