Discussion about the Draft Island-wide Emergency Management Strategic Plan
The commissioners received the draft and can submit questions or concerns to the consultant.
The plan shall be finalized at the beginning of May, and then it will be presented to the public. After that, the
towns will be asked to adopt it, which can start the process of creating the coordinator position. Martina is
working on reserving a location for the public presentation.
New Business- Doug will write up a press release regarding Juli Vanderhoop’s resignation as the Dukes County
Commissioner. He will also invite Kate Putnam to the next meeting. He suggested appointing her to the
remainder of the open position.

MV Commission Update
Adam Turner reviewed several projects the Commission is working on. The first is waste management. They have put
together a group comprised of individuals from each town, and they meet once a month. They are addressing steamship
problems, not being a priority customer, recycling issues, and composting. They are also working on an Island
transportation plan. The plan looks at the 5 corners drainage issues, as well as the airport entrance to Barnes Road.
They received a grant to review wastewater The commission is looking into the request to change the island designation
from Rural to suburban.

Land Use Committee - The Greenhouse would like to renew their lease for an additional year, as allowed by the lease,
and the Land Use Committee is recommending it.

Anna called the meeting to order.
Introduction of Kala Sarah introduced Kala to the Advisory Board. Kala is in her second semester of her MPH program at Boston University, focusing on program management and health communication. She expressed excitement about gaining hands-on experience with the Opioid Abatement Program. Kala will assist with planning and implementation of the community needs assessment. Jaden Thakston, the other selected student analyst was not able to attend the meeting.
Opioid Abatement Funds Background Sarah then provided context on the Opioid Abatement Program, explaining that Governor Maura Healy sued major opioid manufacturers and suppliers for their role in the opioid crisis. This lawsuit resulted in significant payouts to the state of Massachusetts. The state retained 60% of the funds for initiatives, while 40% was distributed to the 351 towns in Massa

Christine stated a charter study was done back in 2007, ended in 2008 and was published in 2009 with the
edict that it should be done every 8 years, which means it should have been done in 2016. It is time that we
have another charter study done. The purpose being to evaluate, update, or change the structure of local
government. To identify core community values, address inefficiencies, adapt to changing demographics and
service needs. Modernize outdated structures, improve efficiency and accountability, respond to crises, have
local control and home rule, provide public input, and, have a mandated periodic review.
