On March 28, 2025, Governor Healey signed into law a bill which extends the temporary provisions pertaining to
the Open Meeting Law to June 30, 2027. Specifically, this further extension allows public bodies to continue
holding meetings remotely without a quorum of the public body physically present at a meeting location, and to
provide "adequate, alternative" access to remote meetings. The language does not make any substantive changes to
the Open Meeting Law other than extending the expiration date of the temporary provisions regarding remote
meetings from March 31, 2025 to June 30, 2027.

The Conservation Chair reviewed the regulation changes, and stated the changes were available on the
Town of Eastham Website.
The Conservation Chair inquired if there was anyone who wanted to speak about these changes and Mark
Burgess stated that he reviewed the proposed changes and commented on 6, A, IV Regulation and stated that
they were fine with the proposed change. Mark Burgess also wanted to discuss the 6, A, 8 Regulation and
Special Conditions for docks and piers and was advised that is not one of the proposed changes and continued
to discuss this with the Conservation Chair.
Commissioner Cossitt joined the meeting.

2026, at 8:15 a.m. at 2500 State Highway and onto various locations, pursuant to Massachusetts
General Law Ch. 131, Section 40 (Wetlands Protection Act) and the Town of Eastham Wetlands
Protection By-Law, Article 34, 1980, in order to consider the following:
Notice of Intent filed by Richard C. Hayes . Applicant proposes to temporarily move south portion of
building and shed and placed on cribbing and then placed permanently on helical piles and the north portion
of the building has been demolished and removed at property located at 153 Brownell Road, Map 23, Parel

The Eastham Conservation Commission will hold a hybrid public meeting to consider several regulatory and administrative matters, including a vote on a conservation restriction at 32 Clark's Point Road. On March 28, 2025, Governor Healey signed into law a bill which extends the temporary provisions pertaining to
the Open Meeting Law to June 30, 2027. Specifically, this further extension allows public bodies to continue
holding meetings remotely without a quorum of the public body physically present at a meeting location, and to
provide "adequate, alternative" access to remote meetings. The language does not make any substantive changes to
the Open Meeting Law other than extending the expiration date of the temporary provisions regarding remote
meetings from March 31, 2025 to June 30, 2027.

1. 5 Burnley Way Hannah Peper Map 18 Parcel 303C
Susan Barker provided the update that opening inspections have taken place, and most seasonal
establishments are now open for the summer.
The Public Health Assistant from Barnstable County has joined the Eastham Health Department
staff and will remain with the department throughout the summer.
Water quality sampling for bathing beaches has started and will continue throughout the summer.
The Eastham Board of Health draft regulations have been sent to Town Council for review and
the Board will receive an update when they are ready for a final approval.
Jason Ellis from J.C. Ellis Design Co, Inc. presented revised plans for the upgrade of the existing system
and connection of the duplex (2) 2 bedroom units on the property to a new septic system, for a total of 4
bedrooms. IA technology is proposed with Advantex AX-20 treatment unit.
