I've been with the Red River Valley SWAT team since 2013, so... A little over 13 years, so it's truly an honor, an honor to be taking on this role. And when I think about the men and women and the years of sacrifice, the long nights and the commitment that they've really put into this, it's truly humbling to be able to take on that role. Again, it 's our 49th year that we've been having that designation. We're given that designation through the North Dakota Forest Service. We need to have a tree board. We need to spend at least $2 per capita in the city and a tree ordinance. And then once a year, we need to celebrate Arbor Day, which is what we're doing today. There were 85 trees planted today in about an hour and 15 minutes. We had a wide mix of trees that were planted out at the park here. We had some honey locust, some elm, cedar. But this year we chose to involve the Fargo Park District, involve a school, Carl Ben Eilson Middle School with Fargo School District. A group from Bobcat that came in to help as well. A volunteer organization with River Keepers as well, just to kind of involve more than just ourselves for the planting opportunity around a little bit. The Mayor read a message with the following information: Building permit values through
October 2024 are 9% lower than 2023 levels, values are $648 million, down from $709 million
for the same time period in 2023, the largest decline is in housing where single-family housing
permits declined by 14%, from 211 to 181 and multi-family housing declined by 62%, and
there have been 411 multi-family housing units permitted so far in 2024, compared to 1,083
during the same time period in 2023; ND Job Service staff will offer onsite, walk-in services at
the Main Library November 19 from 2 to 4 p.m., the sessions are free of charge, registration is
not required, and services available will include job seeking assistance, veteran’s services,
information on training programs, resume building assistance, limited unemployment
insurance assistance and migrant and seasonal farmworker services; and a video was shown

Board retired into Executive Session in the Red River Room at 4:00 p.m. for the purpose of

walk-in services at the Main Library October 15th; teens can make spooky felt creations
October 29th at the Main Library; the apartment vacancy rate in Fargo was 6.38% in June,
down from 6.82% in March; today is Indigenous Peoples Day and several area organizations
are hosting events; on October 12th, Fargo City Hall ’s light show honoring those impacted by
metastatic breast cancer was featured on the “TODAY Show” on NBC; and a video was
shown featuring the work that occurred behind the scenes by City staff to make the UND vs .
NDSU Game Day in Fargo possible.

farmworker services; and the Hector International Airport passenger count in July was at an
all-time high with more than 95,000 passengers, that record was broken in August with more
than 96,000 passengers and year-to-date, passengers are up 4% from 2023.

18th at the Fargo Theatre and about 150 community members attended; tonight is the final
City Commission meeting for Desi Fleming, Director of Fargo Cass Public Health, who is
retiring after more than 30 years of service to the community; the City has issued building
permits for the airport parking garage and terminal expansion with a total value of more than
$131 million and an official groundbreaking at the airport is July 1st; residents are encouraged
to volunteer this summer at the Carlson Library Learning Garden plots; Fargo Public Library
staff will have a booth at the Fargo Police Community Picnic on June 26th at Broadway
Square; the apartment vacancy rate in Fargo is 6.93% as of March 1st, down a third of a

The Mayor read a message with the following information: Residents are encouraged to
volunteer at the Carlson Library Learning Garden; a jigsaw puzzle social and swap will be at
9:00 a.m. on June 15th at the Downtown Library; 1,600 readers of all ages have registered for
the Summer Reading Challenge; the first draft of the 2024 Fargo Growth Plan is available
online at FargoGrowthPlan.org and includes a link to share comments; the 5th Annual Fargo
Juneteenth celebration will be June 15th from noon to 6:00 p.m. at Broadway Square; and a
video was viewed of the Employee Recognition event held May 30th when 136 employees
were recognized for their years of public service.
Mayor Mahoney stated the new rules for the Commission Chambers include the exclusion of
signs and flags. He said in this case, perhaps people did not understand the new rules;
however, he cautioned that those in attendance who choose not to be respectful of the rules
could be charged with trespassing.
