The Franklin County Planning Commission will consider four applications. Two parcels are proposed to change from Rural Conservation (RC-5) to Rural Shoreline Development (RC-1): 19 parcels totaling 107.9 acres at Field Family Farm and a 5.01‑acre parcel in Clyde. A new BBEC Camp electrical substation is proposed to replace the aging Scooteney substation, with a 300 ft × 200 ft yard and associated grading work. The proposal is to rezone nineteen (19) parcels owned by the same property owner with a
total size of 107.9 acres from RC-5 to RC-1. This proposed zone change is consistent
with the Franklin County Comprehensive plan designation as a Rural Shoreline
Development.

Item #2: CUP 2026-01, SEPA 2026-01 BBEC Camp Electrical Substation
This proposal is to construct and interconnect a new substation to replace the aging
BBEC Scooteney substation. The approximate footprint of the electrical substation yard
is 300 ft by 200 ft. The control building will be approximately 10 ft by 30 ft. This proposal
is adjacent to two existing substations: BBEC Scooteney Substation and BPA
Scooteney Substation. BPA and WSDOT have conditionally approved the interconnection
of the proposed structures to existing power lines and roadways in the area.
The site will be grubbed, cleared, and graded. An estimated 2,245 cubic yards (cy) of cut
and 2,410 cy of fill is part of this proposal. Topsoil stripping is estimated at 4,410 cy or 12
in depth of stripping. The existing BBEC Scooteney substation on the adjacent parcel will
also be demolished.

Planning Commission reviews three Conditional Use Permit applications
The Franklin County Planning Commission will consider a renewal Conditional Use Permit for an existing Group A Public Water System Facility. It will also review a request to build an above‑ground cemetery with columbarium and mausoleum units. Finally, the commission will discuss a proposal to expand a dairy operation from 700 to 9,500 cows, adding new buildings and infrastructure.
- Renewal CUP 2025-12/SEPA 2025-25 for the existing Group A Public Water System Facility, expanding service area and piping.
- CUP 2025-13 to construct an above‑ground cemetery with 5 columbarium units (72 niches each) and 6 mausoleum units (6 crypts each).

Item #1: CUP 2025-12/SEPA 2025-25
This proposal is a renewal Conditional Use Permit (CUP) for an existing Group A Public
Water System Facility which was previously approved under CUP 2023-03/SEPA 2023-
09. The previous CUP covered the construction of a driveway and parking area, one (1)
booster station, two (2) reservoir tanks, six (6) foot fencing, two (2) separate wells,
backup generator, water pipes, and underground irrigation canal.
This proposal also includes the expansion of the service area of the system and the
installation and construction of piping to serve these areas under this renewal Conditional
Use Permit. The number of approved connections is not increasing.
