Two parcels are proposed to change from Rural Conservation (RC-5) to Rural Shoreline Development (RC-1): 19 parcels totaling 107.9 acres at Field Family Farm and a 5.01‑acre parcel in Clyde. ITEM 1 - ZC 2026-02, SEPA 2026-03.PDF Item #2: CUP 2026-01, SEPA 2026-01 BBEC Camp Electrical Substation This proposal is to construct and interconnect a new substation to replace the aging BBEC Scooteney substation. The approximate footprint of the electrical substation yard is 300 ft by 200 ft. The control building will be approximately 10 ft by 30 ft. This proposal is adjacent to two existing substations: BBEC Scooteney Substation and BPA Scooteney Substation. BPA and WSDOT have conditionally approved the interconnection of the proposed structures to existing power lines and roadways in the area. The site will be grubbed, cleared, and graded. An estimated 2,245 cubic yards (cy) of cut and 2,410 cy of fill is part of this proposal. Topsoil stripping is estimated at 4,410 cy or 12 in depth of stripping.
