City to seek $1.575M federal grant for transitional housing project

The City Commission is being asked to authorize submission of a FY2026 Continuum of Care grant application to HUD for approximately $1,575,000 to fund BridgePoint Community, a proposed transitional housing and supportive services initiative at 23rd Street in Fort Scott. The project would renovate an existing building to provide temporary housing and case management for homeless individuals and families. Approval of the application does not commit the city to accepting funds; any future grant award would require separate Commission review.

Fort Scott City Commission to consider economic and health impacts of a proposed 9-day fireworks discharge window.

The Fort Scott City Commission is discussing a proposed 9-day fireworks discharge window. The agenda includes an economic impact analysis showing no consistent increase in local sales tax revenue during fireworks months, and a public health analysis detailing risks to air quality, hearing, veterans, infants, and pets. The commission will weigh these findings in deciding whether to adopt the extended window.

Economic Impact: Fort Scott Fireworks Window Fort Scott City Commission | July 7, 2026 | Page 1 of 2 The primary argument for a 9-day discharge window is increased local sales tax revenue. Twelve years of verified state data show no consistent positive revenue uplift in June or July compared to May. In 9 of 12 years, at least one of the two fireworks months fell below May. Years June below May 8 of 12 June failed to beat the May baseline in 8 of the 12 years with data (2014–2025). Years July below May 8 of 12 July failed to beat the May baseline in 8 of the 12 years with data (2014–2025). City's share of each dollar 1.5¢ Fort Scott retains only 1.5 cents on every taxable retail dollar. A $50,000 fireworks vendor yields $750 to the general fund. SALES TAX DISTRIBUTIONS: JUNE AND JULY VS. MAY BASELINE May is used as the pre-fireworks baseline because it represents stable spring retail activity with no fireworks purchase activity. If the extended window generates meaningful new retail, June and July should consistently exceed May. The data shows they do not. Data sources: Two KDOR series are used. KDOR loytd (2021–2025): Fort Scott's own city-imposed 1.5% local sales tax distributed monthly from the state. KDOR cy salescitiesco (2014–2020): Bourbon County countywide tax apportioned to Fort Scott by population and property tax formula. Per KDOR's published FAQ and the Kansas Legislative Research Department Briefing Book 2026, these are distinct revenue streams. Both are verified …
