Village-wide Lead Service Line Replacement Project is a Type II Action under
SEQRA. Based on the recommendation of H2M Architects + Engineers, 538
Broadhollow Road, Melville, New York, the project consists of the replacement
of existing lead and galvanized water service lines and associated restoration
work and qualifies as a Type II Action under 6 NYCRR §617.5(c). Accordingly,
no further environmental review is required.
• Board authorization is requested to adopt a Resolution committing the Village's
local share of funding for the Village-Wide Lead Service Line Replacement
Project, estimated at $11,745,000, as required for the New York State Water
Infrastructure Improvement Act (WIIA) grant application. If the grant is
awarded, the Resolution commits the Village to funding all project costs not
covered by the grant, including the estimated local share of $3,523,500 and any
costs exceeding the current project estimate.

for the approval of Garden City Volunteer Firefighter Saeed Khawaja, 14 Dartmouth
Street, Garden City, New York. The Volunteer Fire Department formally accepted him
into the Department at their June 2026 monthly meeting.

MAY 21, 2026
A meeting of the Board of Trustees of the Village of Garden City in the County of
Nassau, New York, was held via Zoom video/audio (with Trustees, Department Heads and
Village Counsel and audience present in the Board Room) at 351 Stewart Avenue in said
Village on May 21, 2026, at 7:30 p.m.
Present:

The Deputy Village Clerk reported that due notice of this meeting had been served
on each member of the Board.
Mayor Finneran called the meeting to order and stated that the first item on the
Agenda was the Oath of Office for Garden City Police Lieutenant Matthew Baard and
Sergeant Sean Carrera. After an introduction by Commissioner Kneisel, Mayor Finneran
administered the Oath of Office to Police Lieutenant Matthew Baard and Sergeant Sean
Carrera and offered his congratulations.

NOTICE OF PUBLIC MEETING BY THE ZONING BOARD OF APPEALS
Pursuant to the provisions of General Municipal Law and Chapter 200 of the Code of the
Incorporated Village of Garden City, New York notice is hereby given that the Board of Appeals
of said Village will meet in the Village Hall at 351 Stewart Avenue, Garden City, New York on
Tuesday, May 19, 2026 , at 6:30 p.m., to take action on the following matters:
1. APPLICATION & APPEAL OF MICHAEL & KATHRYN RAFFERTY, in
accordance with the provisions of Village Code Section 200-16.A(9).d, and a variance
from section 200-45.H, for permission to apply for permits, to construct and maintain an
8’ x 8’ in-ground spa w/ automatic cover, enclosed by 6’ fence, in the rear yard of the
premises known as 64 SECOND STREET (Map of Garden City Central, Block 28, Lot
5, R-20 district), the granting or which would:
A. cause a permanently installed pool or spa to be as close as 5.0’ to a primary
structure where 15.0’ is required.
