City of Goodview City Council Minutes January 26, 2026 The meeting was called to order by Mayor Ben Klinger at 5:00 p.m. Upon Roll Call: Mayor Ben Klinger, Councilmembers Richard Ledebuhr, Charlie Andring, Sandra Ramirez and Cassandra Gilliam were present. City Staff Present: City Administrator Dan Matejka, Director of Public Works Dave Schultz, Police Chief Lonnie Roloff, Deputy Fire Chief Shane Ives, and Office Support Receptionist Cierra Janikowski. The Pledge of Allegiance was said. ACTION REQUESTED: The City Administrator pointed out there were a couple of errors on the original agenda, so he put together an entirely new one for the meeting. Councilmember Ramirez moved and Councilmember Andring seconded the motion to approve the amended agenda. All voted aye and the motion carried. Community Comment: Mr. Andrew Schmidt, 870 47th Avenue, addressed the Council and asked what they are planning on doing about ICE (Immigration and Customs Enforcement) in the area. Mayor Klinger asked Police Chief Roloff to answer the question. Chief Roloff stated ICE is no longer in the area and no longer needed to be dealt with. Council adopted the 2025 Winona County Hazard Mitigation Plan

The Goodview City Council approved the meeting agenda, the consent agenda, and Task Order #5 for the 2026 Street Improvements project. It authorized final payments of $2,000 to Rocco’s and $2,500 to Remlinger Muscle Cars for business improvement programs. The Council adopted Resolution No. 1293 to adopt the 2025 Winona County Hazard Mitigation Plan. Staff presented draft 2026 water and sewer budgets proposing a 3% water rate increase and a 24% sewer rate increase.
