The Gordon County Planning Commission held a Public Hearing on Monday, June 8, 2026 at
6:00 p.m. in the Assembly Room of the Gordon County Judicial Building for the purpose of
hearing variance and zoning change requests. Members present were:

A motion was made by Randy Rule to approve the minutes of the previous meeting of | May
11, 2026. Jerry Lovelace seconded the motion. All voted aye. The minutes were approved as

approximately 5:11 p.m.
Special Presentation: Data Center Ordinance The regular agenda was adjusted to
allow a guest speaker, Derron Brown, to discuss a newly drafted environmental
protection ordinance concerning data centers and heavy industrial/commercial
operations.
« Environmental Impact & Net Zero: The proposed ordinance is described as
one of the strictest in Georgia, requiring "net zero" operations that capture
95% of emissions into the air, water, and ground. Facilities are limited to
emitting a maximum of 5% CO gas and must utilize catalytic catchers and
air scrubbers.
Water Usage: Modern (Generation 6+) data centers are water-cooled and
use about 40,000 gallons of recycled water in a closed-loop system, much
like a radiator. The ordinance prohibits facilities from drawing from tap or
groundwater and dumping water on county soil or rivers.
Power Usage: Because a single data center building can use around 100
megawatts (comparable to the city of Dalton), power usage is a significant
concern. Facilities must have a service agreement and an impact study with

The Gordon County Planning Commission held a Public Hearing for its May meeting for the
purpose of hearing variance and zoning change requests. The Chairman welcomed everyone,
called the meeting to order, and thanked the board members for being present.
APPROVAL OF MINUTES Randy Rule made a motion to approve the minutes of the previous
meeting. The motion was seconded by Jerry Lovelace, and all voted in favor. The minutes were
approved as moving forward.
VARIANCE APPLICATION #VAR-26-5, WAYNE CUSSIN The variance application
#VAR-26-5, was read requesting a variance on property located at 636 Brooks Court, Ranger,
Georgia. The requested variance was from the building setback requirements to bypass the
required 40-foot front and 20-foot side setbacks. Wayne Cussin represented the request, stating
he ran out of space while trying to build a retirement house due to the steep and irregular
topography of the land. A notice of public hearing had been properly advertised and posted on
the property. Jerry Lovelace made a motion to approve variance application #VAR-26-5. The
motion was seconded by Tommy Hibberts, and all voted in favor. The variance was approved.

Chair Padgett called the meeti ng to order at approximately 5:1 0 pm; welcoming
all in attendance. Minutes from April 6, 2026 meeting were presented for review
and approval. Add Layson made motion to approve; seconded by Jeff Henderson.

Commission Reports
Chair Padgett stated the property acquisition is proceeding well.
Memorial Statues & Arch Restoration
Approval & Liability: The Historical Society voted to pursue the restoration
of the arch memorials and the two Native American statues. However, the
city and county are currently hesitant to remove the statues due to liability
concerns, specifically the fear that the fragile statues might fall apart during
removal.
Removal Logistics & Condition: A restoration expert has been hired and
evaluated the statues. She recommended wrapping the statues in bubble
wrap, using ropes to safely lift them, and transporting them in a box truck.
The statues have notable damage: the Doughboy is missing a gunstock and
strap, the Confederate soldier is missing a gunstock and a finger, and the
Native American statue is missing a hand.

The Gordon County Planning Commission held a Public Hearing on Monday, March 9, 2026 at 6:00 p.m.
in the Assembly Room of the Gordon County Judicial Building for the purpose of hearing variance and
zoning change requests. Members present were:

The Gordon County Planning Commission held a Public Hearing for its April meeting for the
purpose of hearing variance and zoning change requests. The Chairman welcomed everyone,
called the meeting to order, and thanked the board members for being present.

Chair Padgett called the meeting to order at approximately 5:08 pm; welcoming
all in attendance. Minutes from March 2, 2026 meeting were presented for
review and approval. Jim Weaver made motion to approve; seconded by Valerie

Commissioner ’s Reports
City Council Update: Jeff Henderson and Add Layson met with the city
council to discuss the history of the local arch and its two historical
monuments, located at Hwy 225/Hwy 41. They informed the council that
the statues are in need of repair but did not request direct financial
assistance.
Statue Condition: Jeff reported that the 100-year-old statues, are
dangerously unstable, and are currently held on by only two to three aging
bolts. Furthermore, rocks on the top of the arch are loose and need to be
secured by a rock mason.
Repair Logistics: A specialist from the Scott David Company in Chattanooga
evaluated the statues. The contractor recommends securely wrapping the
hollow statues in bubble wrap and using a bucket truck with cloth strapping
to carefully transport them to her shop in Fort Oglethorpe.

Chair Padgett called the meeting to order at 5:15 pm, welcoming all in
attendance. Minutes from previous meeting were presented for review and
approval. Jim Weaver made motion to approve; seconded by Valerie Robbins. All

Unfinished Business
T he parks are currently op erating well, and Chair Padgett informed HPC of the
closing on the new property in the near future.
Arch Memorial Repairs & Ownership: A significant portion of the meeting
focused on repairing the Arch Memorial, which includes statues of a Confederate
soldier and a Native American. The commission is struggling to find someone to
provide a cost estima te for the repairs. Furthermore, ownership of the site
remains unclear , with tax records suggesting it belongs to the U.S. Government.
The commission plans to engage the city council and their state representative to
help clari fy ownership and secure funding for repairs.
City HPC Collaboration: To improve local coordination, the commission has
invited the City of Calhoun's Historic Preservation Commission to attend their
next meeting. The goal is to establish a memorandum of understanding and
better align the overlapping efforts of the two agencies.

Chair Padgett called the meeting to order at approximately 5:10 pm; welcoming
all in attendance. Minutes from January 5, 2026 meeting were presented for
review and approval. Jeff Henderson made motion to approve; seconded by
Valerie Robbins. All voted aye.

Chair Padgett stated Friends of Resaca will making a presentation to the Board of
Commissioners in the near future regarding the newly acquired land.
Jeff Henderson invited HPC members to the upcoming Gordon County Historical
Society meeting to be held on February 19 th .
Unfinished Business
Add Layson stated B&H Fabricators informed him the job was too big for them to
do at the Arch Memorial. At the Historical Society meeting Add attended, an
individual stated they would donate up to a $1,000 for the Arch Memorial project.
Add spoke with City Council and Paul Worley, City Administrator, and showed
them the repairs needed to the Arch Memorial, asking them if the city would be
involved in having the repairs completed. Paul Worley stated he would speak
with the Mayor.

The following is a detailed record of the Gourd County Planning Commission meeting held on January 12, 2026. The meeting was
called to order at 6:00 PM by the Chairman, who opened the session by welcoming staff, guests, and board members.

Regular Meeting
Chair Padgett called the meeting to order at approximately 5:08 p.m.; welcoming
all in attendance. Minutes from November 3, 2025 meeting were presented for
review and approval. Jeff Henderson made motion to approve; seconded by
Valerie Robbins. All voted aye.
Commission Reports
Jeff Henderson informed HPC that Jim Lay ’s recovery from his previous surgery is
going very well.
Unfinished Business
Chairman Padgett shared with HPC a Civil War Battle map (filed with minutes).
The map depicts the area that is in the process of being bought at the northern
end of Resaca Battlefield. Grants are being applied for to assist in the purchase of
the property.
Add Layson has been referred by an individual from Adairsville to B&M
Fabrications to work on restoring/repairing the Arch Memorial at Highway
41/Highway 225. A meeting has been set for later this week between Add and
B&M Fabrications to discuss the project.
New Business
Tony Ross talked briefly with the HPC on his role in Planning & Development. He
is looking at ways to get the HPC more involved with projects within the county,
especially with the growth that is happening. He spoke about various projects
that are currently in the works and those that are potentially forthcoming
