The completed form is to be submitted to the Secretary prior to an individual being heard by the Planning Commission. CITY COUNCIL REGULAR MEETING January 14, 2026 07:00 P.M. REGULAR MEETING AGENDA Location: Rancho Santa Margarita City Hall, Council Chambers 22112 El Paseo, Rancho Santa Margarita, California 92688 Any person wishing to address the City Council on any matter, whether or not it appears on this Agenda, is asked to complete a "Speaker Request Form" available at the side table. The completed form is to be submitted to the City Clerk prior to the calling to order of the meeting or as soon as possible thereafter. Per Council Policy 4.4, the Public Comments Period on items not on the agenda but within the City Council's subject matter jurisdiction shall not exceed (30) thirty minutes, and shall be divided into two equal segments on the regular meeting agenda, not to exceed 15 minutes each. Members of the public shall have three (3) minutes to speak during this comment period, however, a member of the public addressing the City Council on an issue within the subject matter jurisdiction of the City Council during the first segment of the Public Comments Period is prohibited from addressing the City Council on the same issue during the second segment of the Public Comments period.
