Senior Citizen Commission Regular Meeting

The Senior Citizen Commission will hear a presentation on elder abuse advocacy, consider approval of meeting minutes, and discuss the Fiscal Year 2025-26 Work Plan goal outcomes reported by ad-hoc committees. Operational updates from the recreation center and recreation services will also be presented.

Environmental Commission Meeting

The Encinitas Environmental Commission will consider approving the February 2026 update to its Fiscal Year 2024-25/2025-26 Work Plan and review the commission calendar. The agenda also includes approval of the January 8, 2026 meeting minutes and an informational presentation on the Draft Resource Management Element. No other action items are scheduled.

Special City Council Meeting - Homeless Action Plan 4:00 p.m.

Special City Council Meeting - Closed Session 3:30 p.m.

Regular City Council Meeting

The Encinitas City Council will consider several consent‑calendar items, including a budget amendment that raises the Vulcan Avenue Mainline South Storm Drain design contract to a total not‑to‑exceed $704,104. The Council will also approve a memorandum of understanding with the Encinitas Chamber of Commerce for the Annual State of the City event, renew a three‑year network intrusion prevention system subscription for up to $446,000, and adopt the minutes and warrants list from recent meetings. Finally, the Council will hear applications and make appointments to multiple city commissions and advisory committees.

Zoning Administrative Hearing

The Zoning Administrative Hearing will consider a Coastal Development Permit for storm drain improvements at the Valley of Dreams Mobile Home Park at 123 Jasper St. The project aims to mitigate flooding and connect to city drainage infrastructure. Staff recommends approval of the permit.

The Mobility and Traffic Safety Commission will hear a Sheriff’s enforcement report, then vote on adopting speed surveys and a revised AB43/AB382 streets list, and discuss an on-street short-term parking policy—both to be recommended to City Council. The commission will also elect a Chair and Vice Chair for one-year terms and receive informational updates on the work plan and project updates. A commissioner-initiated item will discuss potential e-bike regulations in Encinitas.

Planning Commission

The Planning Commission will hold a public hearing on a variance request to reduce the front yard setback from 25 feet to 14 feet 1 inch for a new single-family home at 216 Neptune Avenue. The project also involves a Coastal Commission appeal. The consent calendar includes approval of minutes from December 2025 meetings. The remainder of the agenda consists of routine procedural items.

Special City Council & SDWD Meeting (Goals Workshop) February 2 & 3 8:30 a.m.

The Encinitas City Council and San Dieguito Water District Board are holding a joint goals workshop to discuss organizational strategies, objectives, and desired outcomes for the future. This is not a budget or capital improvement program workshop; those are scheduled separately in March and April. Public comments are limited to the February 2 session with a maximum of two hours.
