First, the Council must adopt an emergency management ordinance, which has already been
completed and is codified as Section 206 of the City Code. The ordinance explains the roles
and responsibilities of key officials during an emergency. Next, the Mayor has the authority to

Barnhart explained that the city has established strategic goals focused on maintaining a
competitive and cost-effective total compensation and benefits plan for staff. To support these
goals, staff identified several action items, including reviewing staff capacity and organizational
structure, updating job descriptions and requirements, and evaluating the current compensation
structure.
Barnhart noted that comprehensive job scoring has not been conducted since 2011. She also

answered several questions regarding the number of units, parking, and the potential
water supply issue with the City of Maple Plain. Carr explained that the number of
units and the income assistance requirements are the same as the original number
