THURSDAY, JULY 14TH, 2026
GCTV CONFERENCE ROOM
A meeting of the Charter Review Committee - Subcommittee: Section 2 was called to order at
6:00 pm, and held on July 14th, 2026, in the GCTV Conference Room. John Kelley, Nate
Beaudoin, Greg Marr, Jeff Hess, and Dawn Anderson were present.
Minutes:
- There were no minutes to approve.
Reorganization:
- John Kelley was nominated—first by Greg, seconded by Dawn—for the Chair
and Clerk positions. The vote was unanimous.
Discussion on Changes to Section 3 of the Grafton Charter:
- Greg agreed to maintain the final proposed copy.
- Dawn agreed to research other town charters as it pertains to Town Meeting.
- Remove the language “continue to,” from Section 2-1.
- Adjust the number of votes necessary to ratify a deputy and how long they will
serve as Deputy Moderator.
- Discussed whether or not to add “Town Meeting Times” as an additional power
and duty.
- Changed what articles are referenced for Finance Committee-related language.
- Discussed how to require Select Board members' votes to be made public at Town
Meeting. Dawn will research if there is precedent.

July 13, 2026
A regular meeting of the Grafton Planning Board was hel d on July 13, 2026, in Conference Room A, at the
Grafton Municipal Center, 30 Providence Road, Grafton, MA. Present for the meeting were Chair Greg Dalle-
Molle, Vice Chair Justin Wood, Clerk Michael Rak, Members David Robbins and Robert Hassinger, and
Associate Member Marlen Mahendra . Staff present was Christian D’Emilia, Director of Planning and
Development.
Chair Dalle-Molle called the meeting to order at 7:00 p.m.
1. ACTION ITEMS
A. Draft Decision - Request for a Site Plan Approval (SPA 2026-03), 189 Brigham Hill Road, Tural Sultan
(applicant/owner).
MOTION was made by Mr. Robbins, SECOND by Mr. Hassinger, to find favorably on all the findings,
grant requested waivers, and grant the Site Plan Approval, with the conditions, as drafted. MOTION carried
unanimously, 5 to 0.
B. Select Planning Board Representative to the Grafton Common Traffic Study Committee.
MOTION was made by Mr. Rak, SECOND by Mr. Robbins, to select Mr. Hassinger as the Planning Board
representative to the Grafton Common Traffic Study Committee. MOTION carried unanimously, 5 to 0.
