REGULAR MEETING The Granite Falls Town Council held a Regular Meeting Monday,
February 2, 2026, at 5:30 p.m. in the Council Chambers of the Administrative Building.
PRESENT The following member s of the governing body w ere present: Mayor Tracy
Townsend and Council Members Ritch Bolick, Jamie Hagerty, Larry Knight, Jim Mackie,
Mike Mackie, and Martin Townsend.
ABSENT The following member of the governing body was absent: None
STAFF PRESENT The following staff members attended the meeting: Town Manager
Daniel Cobb , Town Attorney Bruce Cannon, Town Clerk Paula Kirby, Deputy Finance
Director Kim Eckard, Police Chief Brine Branham, Fire Chief Brian Bennett, Assistant Fire
Chief Kevin Kerley, Firefighters Tyler Billington and Zack Potter, Electric Services Director
Rick Sisk, and Electric Line Technician Class A Evan Smith.

MEETING CALLED TO ORDER Mayor Tracy Townsend called the meeting to order and
welcomed everyone present.
INVOCATION Councilmember Larry Knight led in prayer.
PLEDGE OF ALLEGIANCE Councilmember Ritch Bolick led the Pledge of Allegiance.
CONFLICT OF INTEREST STATEMENT Councilmember Jamie Hagerty read the

presented. Martin Townsend seconded the motion, which was followed by a unanimous
affirmative vote.
COUNCIL GOES INTO CLOSED SESSION Larry Knight made a motion the Council go
into Closed Session under North Carolina General Statue §143.318.11(6) to consider the
qualifications, competence, performance, character, fitness, conditions of appointment, or
conditions of initial employment of an individual public officer or employee or prospective
public officer or employee. Ritch Bolick seconded the motion , which was followed by a
unanimous affirmative vote.
COUNCIL GOES OUT OF CLOSED SESSION Martin Townsend made a motion the
