Public Service Authority Board
PSA adopts higher water rates for the Grant Water System
The Grayson County Public Service Authority held a public hearing and approved an ordinance establishing new user rates for the Grant Water System. Residential and commercial customers will pay $44 bi‑monthly for the first 4,000 gallons and $11 per 1,000 gallons thereafter, raising the per‑thousand‑gallon rate from $5.50 to $11. The board also discussed extending a water line to Avian Crest Lane, estimating the project cost at $30,000‑$35,000.

The Grayson County Board of Supervisors will adopt a $33,516,405 budget for fiscal year July 1 2026–June 30 2027. August Primary Update
Zachary Hill reported that his department is ready for the August 4, 2026, primary. L&A
testing has been completed on the early voting machine, jump drives are good, folded
ballots are here and ready to mail, binders have been updated. New sign holders have
been ordered for each precinct, with an insert that will designate “no campaigning
beyond this point.” L & A testing on all remaining voting machines will be completed
June 12, 2026.
ADA Compliance Survey Reminder
Board members and department staff will complete ADA compliance surveys for each

Check Register Discussion – Mr. Boyer noted that there have been some
questions regarding the check register and how it’s been formatted – Mrs.
Edwards worked up a different layout for the Board to look at – members noted
they liked the new format because it shows more detail for each department –
more discussion took place regarding large ticket items (broadband/grant funds)
and informing the Board of such, budget process with each department, grant
money (Mr. Boyer noted that grant money is not tax money – ex. Bank of

The Authority members reviewed the financial report and Mrs. Shearin inquired about
the $150,000 for Real Performance Machinery (RPM) and Mrs. Edwards noted that was
an incentive from the Commonwealth Opportunity Fund and then the county remitted it
to RPM.
OLD BUSINESS
Round House – Mr. Boyer noted that we do now have the deed – next steps: need
to know the intent of the Authority – sell the property or are there other
suggestions – it was noted that New River Conservancy (NRC) had expressed
interest in the property and would like to see if they have any proposals – staff
met with NRC and they mentioned trails/camping but needed a little more
direction from the Authority – also discussed was conservation easement . After
more discussion, consensus of the Authority is for staff to meet with NRC again
and discuss further.

little background on finding the property and how he came to acquire it – began
stabilization on the property, then COVID hit which impeded progress – requested a 2yr
extension – Hurricane Helene happened and there was water up to the rafters – talked
bout flood base elevation is now changing and no option to move the structure since
there’s no place on site out of the flood zone – historic restoration is not an option now
–- would like to work constructively to find a reasonable path forward with possibly an
extension or an alternate form of compliance or

Resolution – Master Corrections Officer Jeremy Lewis Hall Memorial Bridge
Mr. Boyer spoke and noted that he had met with Warden McCoy to offer condolences in
the death of Master Corrections Officer Hall – they inquired about naming a bridge in
Elk Creek in Mr. Hall’s honor – staff contacted VDOT and noted the county could add

The Electoral Board will meet to restructure the board and set meeting dates for the year. The body is scheduled to approve the 2026 Rules of Procedure and minutes from the December 22, 2025, meeting.

Present: Anne Beamer, Chair; Judy Davis, Secretary; New Member, Kevin Strawn (by
phone); Zachary Hill, General Registrar; Randy Shinault, Deputy Registrar.
Opening Business:
Motion to call meeting to order was made by Judy Davis, seconded by Kevin Strawn.
Motion was approved. Meeting was called to order at 2:00pm on January 8, 2026.
Welcome new Electoral Board Member Kevin Strawn.
The following were elected as officers of the Grayson County Electoral Board for 2026:
Anne Beamer, Chair; Kevin Strawn, Vice Chair; Judy Davis, Secretary
Meeting dates and times for 2026 will be as follows: regularly scheduled meetings will
occur on the 2"¢ Thursday of each month at 2pm at the Office of Elections in the
Grayson County Courthouse.
Motion to table approval of 2026 Rules of Procedure until the February 12, 2026,
meeting was made by Judy Davis, seconded by Kevin Strawn. Motion carried.
Motion to approve the minutes of December 22, 2025 meeting was made by Judy Davis,
seconded by Anne Beamer, and the minutes were unanimously approved.
