RE: _ GENERAL BUDGET DISCUSSION
Ms. Schafrik presented information regarding budget changes to the Board from
throughout the workshops. Ms. Schafrik and Dr. Andrea Whitmarsh, Superintendent of Schools,
worked together to get the request from the school system lower. Ms. Schafrik said a six-cent tax
increase would cover the new request. Ms. Schafrik said the three buses requested for the school
system should come out of the capital reserve line item as they are capital expenses. A new vehicle
for stormwater and erosion control and a new deputy in the budget are necessary.

Ms. Schafrik presented an overview of the Fiscal Year 2027 budgeting process,
highlighting challenges in the creation of the budget, reduced state funding for the Children’s
Services Act, and the Local Composite Index changes that could result in an ask from the school
division that is between $2 million and $3 million higher than Fiscal Year 2026.
Ms. Schafrik explained how the past two fiscal years’ budgets were balanced, including
tax cuts that were enacted in each of those years. She reminded the Board of the priorities set out
during a retreat in October 2024 of infrastructure, rural preservation, and economic development.

THE REGULAR MEETING OF THE GREENE COUNTY PLANNING COMMISSION WAS
HELD ON WEDNESDAY, JANUARY 21, 2026, AT 6:00 PM HYBRID IN-PERSON WITH
REMOTE VIA TELEPHONE AND ELECTRONIC MEANS.

CALL TO ORDER
Mr. Frydl called the meeting to order.
DETERMINATION OF QUORUM
Each Commissioner stated their name to establish a quorum.

Ms. Schafrik called the meeting or order and asked for nominations for Chair of the Board.
Mr. McGuigan nominated Davis Lamb for Chair. There was no second.
Mr. Goolsby nominated Steve Catalano for Chair. Mr. Lamb seconded the nomination. Ms.
Schafrik asked for other nominations. Hearing none, she declared the nominations closed.
Upon motion by Tim Goolsby, second by Davis Lamb and unanimous roll call vote, Steve
Catalano was named Chair of the Board of Supervisors for calendar year 2026.
