Section 500.00. Fees, Charges and Rates Authorized and Defined.
The fees, charges, and rates for the purposes set forth in this chapter 5 of this code for licenses, permits, and
municipal services shall be in the amounts set forth in this chapter. Reference to the amounts set forth herein in other
portions of this code or in other ordinances may be made in such terms as “required fee,” “established fee,” “required
license fee,” “license fee,” and “license fee in the required amount,” without specific reference to this chapter, in which
event the amounts herein set forth shall be applicable.
Section 500.05. Priority of Application.
If fees, charges, and rates are set forth specifically in parts of this code other than this chapter 5 or in other
ordinances which are now in effect, but have not been set forth in this chapter 5, in that event, the fees, charges, and
rates thereby specifically set forth shall be effective for all purposes. In the event that such amounts shall appear in
other places in this code or in other ordinances or codes, but shall appear in this chapter 5, the amounts appearing in
chapter 5 shall supersede the others.

Early and Absentee Options for Greenwood Voters
2026 Primary and General Election
Overview
The City of Greenwood had previously contracted with the City of Excelsior to administer
elections, including providing in-person absentee voting for Greenwood voters. The City of
Excelsior was not willing to renew that agreement, and other nearby cities declined to pursue a
contract for administering elections for the City of Greenwood.
Due to a lack of resources on the part of the City of Greenwood, city leadership and Hennepin
County Elections Department agreed to un-delegate the city’s absentee and early voting
responsibilities.
Options to vote before Election Day
Greenwood voters still have several options to vote before Election Day, should they choose to do
so.
Vote absentee by mail: Greenwood voters can receive an absentee ballot by mail, complete their
ballot at home, and return the ballot by mail. To receive an absentee ballot, voters must submit
an absentee ballot application to Hennepin County by mail, email, in person, or by using the
Secretary of State’s online absentee application.

The county assessor is required to value property as of January 2nd of each year. All market indicators are
used to establish the assessment. The main source of data is the Department of Revenue’s sales ratio.
Sales from this study period of October 1, 2024, through September 30, 2025, are reviewed by the
assessor and trended forward to the January 2, 2026, assessment date to ensure all market conditions are
considered. Sales occurring after the study period, pending sales, and property listings are also analyzed
to ensure an appropriate assessment level for all property types.
In addition to sales review, all appraisers view one fifth of the properties in the city. This is referred to as

What type of work requires a building permit? A building permit is required any time you do work that is regulated by the
building code. This would include any work to the permanent weather resistive surfaces of the dwelling such as the siding,
windows, or roof. Any structural alterations or repairs require a permit. If you change the use of a space or finish unfinished
space, a permit is required. Dwelling additions, garages, and decks require permits. Work that is exempt from a permit include
