Fire and police pension cost decrease due to better market performance. However, pensions remain an important long-term cost driver that must continue to be monitored. So can I just ask in this, so you have a $9 million transfer to capital project, that's the largest increase in major general fund expenditures? Yes, that $9 million. I'm sorry. So is that, is that shaves leg primarily? That is. Is that what that is? That is. And so when we talk about an increase of 17 million, well, it's almost 18 million, 17.8 million over this year's budget. That's 9 million of the 17.8 million. That's about half of it. Is that right? It's shaves leg. In the increase? Okay. And then on the salaries and benefits, you said 5% increase is a 9% increase. Is that also more filled positions? Is that why we're seeing a larger than the 5% increase or 6% increase? With salaries and benefits. Right. So health insurance went up 10? But you have that broken out in a separate line, right? And you have it as a 12% instead of 10%. So salaries and benefits, I mean salaries, that is filled and vacant positions. That's all positions. Right. I'm just, right. I'm just trying to square the 6% versus 9%. Yes. Yeah. It's budgeted. It's budgeted positions. All budgeted positions. Yeah. All right. And the health insurance here, you have 12 .05%. Thank you. Good afternoon, good afternoon, Thank you. City Attorney, I know, Thank you. We can throw our And full disclosure. And if you go above it. We're stuck. we had a $280 million deficit in projects that we needed? Oh my God, really? Master plan? Master plan. Wait, we had a basis of design. Right, the BODR. That's the one, basis of design report. Thank you, sorry. Okay, thank God she's here. Is this including that, or you didn't look at that at all? I'm just curious. No, this, so most of the BODR report items are things that we are addressing. Okay. Yeah. Good, okay, no, I interrupted, sorry about that. Bases of design. If I don't ask, I'll forget. Bases of design report. Yeah, I had it, it's in my office, but I couldn't remember. So I'll start with the non-utility projects, which are funded by the city. These items that we're discussing here are the critical items that kept breaking in terms of the 321, all the priority items. Okay. And so it reflects all of the cost increases and everything else that has to do with that. Listen, that BODR is old. I mean, we don't even know who did it and why they did it. Those years are long gone. I think he's... All right. Wait, I'm sorry. Whatever. And …

Thank you, Dr. Earle and staff for your work on that. I know it's been a real, like, long process. Okay, this is going to be brief. I know the chief called me on Friday. I got to give a little bit of a backstory on this. Over the past, oh, I would say 15 years, the Broward League of Cities and the Broward City Managers Association and the chiefs, you know, we've always, um, Looked and worked on the SRO issue. About two years ago, they were going to actually remove the SROs again from the school and try to create their own countywide police force. We went to the school board, it was nixed, and we thought it was done. On March 26th, I attended and I have been attending the... forums that they've had on the schools because they've been realigning schools and doing you know closures of schools we work collaboratively this fall they're going to be changing the model at our high school during that presentation the president of BCMA discussed the SRO issue. It went around the table. Members like myself that have been there for a while, like Mike Ryan, myself, and a few others that have been through this dialogue and went through it before, we all went, what are you talking about? You know, we're back at this. Apparently, four years ago, every year they negotiated the contract, they went back to this negotiation table to over salaries and pay for the SROs. We were very vocal at that meeting, which was a closed meeting, no press involved, and spoke up and said this is a symbiotic, cri …
