Conservation Commission
Conservation Commission to review tree removal, gas line, and site inspections
The Hampden Conservation Commission will meet to discuss several items including a Request for Determination of Applicability (RDA) for removing four dead trees at 420 Main Street in the Riverfront Area, a letter from National Grid regarding after-the-fact maintenance work, and a new RDA for a gas line on Echo Valley Drive. The commission will also conduct site inspections at 420 Main Street and the entrance to the Morton property from E. Long Line. Other agenda items include reviewing minutes, public comment, and correspondence.

CALL TO ORDER: The meeting was called to order at 5:32 pm by Selectboard Chair Flynn.
Selectboard members Vanderleeden and Davenport were in attendance. T.A. Domina and

The Committee met to review the reconfigured apparatus bay portion of the project, as requested by the
Board of Selectman on at the June 15, 2026 meeting.
Plans submitted by Saccoccio & Associates with a four-apparatus bay configuration were reviewed,
advantages and disadvantages were discussed. Cost estimates are $7,888,450 for the four-bay
configuration, and $8,023,000 for the five-bay configuration, or a difference of $134,550.
The Committee discussed the possibility of reconfiguring the back parking lot to have with a one-way
entrance, and one-way exit through the Highway Department’s driveway. This would negate the need for
Fire Department traffic to enter through current Town House property.

Jonathan Mish was seen first. He will be rebuilding his home off Somers Rd. He was inquiring about any
stipulations required by the conservation commission. His driveway will remain the same. There isa
large NHESP area in the rear of the property and a resource area near the front of the driveway. He was
advised to file a Request for Determination with the commission.
Laney Wilder : Laney attended the meeting to review the MacKenzie CR property on Chapin Rd. It
consists of 109 acres. The commission will be required to monitor the property once the process is
complete. Laney indicated that the CR will be ready for the commission to sign by June or July. Eva will
be notified once Laney knows the meeting date . We will address the CR first so that Eva can notarize the
commission members signatures.
Heather Wrona; Heather zoomed into the meeting. She introduced herself and expressed interest in joining

building on the lot would not result ina prohibited Take of state listed rare species. The commission

Joe Zeno — Joe explained the history of South Ridge Estates and the present violation. A significant
portion of the resource area, owned by Russ Morton, was cleared by an abutter. The original Orders of
Conditions. Condition # 23 states “At no time present or future, is there to be any disturbance within the
wetland boundary as shown on the submitted site plan. If erosion into the BVW occurs, all work shall stop
and the Conservation Commission immediately notified by the environmental scientist. Steve Riberdy was
hired by the Commission to remark the original resource area boundary. He was in attendance to explain

At the request of the Board of Selectman, the Committee met with the Board as the Board wanted to
reconsider their vote taken on June 8, 2026 transfer a portion of the Town House property to provide for
the expansion of the new/renovated Fire Department (see also the Board of Selectman meeting minutes
of June 8, 2026).
The Committee discussed with the Board it’s desire to maintain a five-apparatus bay configuration to
accommodate the current apparatus and equipment, as well as accommodate future apparatus needs.
The Board expressed concern that the expansion would limit future prospects on the Town House
property. After much discussion, the Board requested we return with a project design and cost estimates
that didn’t require the acquisition of Town House property.
Following the meeting with the Board of Selectman, the committee reconvened in the Planning Board
meeting room to discuss the various options to accommodate the Board of Selectman’s request. It was
decided that some concepts would be forwarded to Saccoccio & Associates for a design concept.
Votes taken – A motion was made by Chief Poulin and seconded by Edward Rigney to approve the
minutes of May 12, May 26, and June 8, 2026. Motion passed by unanimous vote.
Meeting adjourned 19:45 hours.

Minutes - The minutes from the Ma y 26 th meeting were distributed to the commissioners for their
approval.
Dan S . made a motion to approve the Ma y 26 th minute s as amended Terry F. 2 nd , all in favor 3 -0 .
