The Town Council reviewed and considered for approval of Emergency Ordinance 747 AN ORDINANCE AUTHORIZING WATER RESTRICTIONS IN THE TOWN OF HAYDEN TO PROTECT THE HEALTH, SAFETY, AND WELFARE OF THE TOWN, DECLARING AN EMERGENCY, AND PROVIDING FOR THE IMMEDIATE EFFECTIVE DATE OF THIS ORDINANCE After discussion, Councilmember Bell asked to table Emergency Ordinance 747 until the next meeting on My 7th. Special Meeting Hayden Town Council April 23, 2026 Hayden Town Council Meeting Minutes April 2, 2026 Call to Order/Roll Call Mayor Banks called the regular meeting of the Hayden Town Council to order at 5:37 p.m. Mayor Banks Offered a moment of Silence Mayor Banks Led the Pledge of Allegiance Mayor Banks, Mayor Pro Tem Gann, Councilmembers Hayden and Bell were present. Councilmember Hicks was absent. Councilmembers Haight and Carlson were on Zoom. Also, present were Town Manager Mathew Mendisco, Deputy Manager Tegan Ebbert, Chief Scott Scurlock (6:15), Officer Ken Baptist, and Town Clerk Barbara Binetti. Study Session — A study session with Clarion on the Development Code Procedures and the Site Plan Review Process was held. Planning commissioners Mo Demorat, Amy Williams, and Ben Robbins attended the study session. Dallas Robinson, 300 S. Spruce Street, gave comment. He explained that, as a former Board member, the 35-foot height restriction in the former code was based on the Fire Departments ability to fight a fire and it was because their fire truck could handle a four-story building at that time. So, the height restriction was purely based on the Fire Chief's recommendation.
