CALL TO ORDER The meeting was called to order by Co-Chair Bob Burns at 3:32 pm. Members Present: Bob Burns, Tim Johnson, and Council Member Kyle Luitjens Staff present: Community Development Director Katelynne Kratz 2. APPROVAL OF AGENDA Motion by Luitjens, second by Johnson to approve the agenda. Motion carried 3-2 (Finley and Volker absent). 3. APPROVAL OF MINUTES – MARCH 25, 2026 Motion by Luitjens, second by Johnson to approve the March 25, 2026 minutes. Motion carried 3-2 (Finley and Volker absent). 4. BUSINESS ITEMS 1. Building Permit Inspections. The board reviewed an email from Ben Byron, the Building Inspector, about the number of inspections conducted based on the project. Kratz stated that she could provide the board with a monthly building inspection report if the y choose. Burns explained that his intention with the conversation at last month’s meeting was not about keeping track of the inspections, but to know what exactly is being inspected, specifically when it comes to new roofs. His main concern is resident-protection in the case that a contractor does something wrong. Kratz said that Byron offered to come to a meeting to explain his inspection process, but the board did not deem that necessary. INTRODUCE NEW MEMBERS AND CITY STAFF Tim Johnson introduced himself as the newest member of the board. Johnson is the owner of Fit Time and has been on the school board for 12 years. 4. APPROVAL OF AGENDA Motion by Volker, second by Luitjens to approve the agenda. Motion carried 5-0. 5. APPROVAL OF MINUTES – APRIL 23, 2025 Motion by Burns, second by Luitjens to approve the April 23, 2025 minutes. Motion carried 5-0. 6. BUSINESS ITEMS 1. 2025 Building Permit Report Kratz presented the 2025 Building Permit Report. Although the total number of permits has increased, all other areas have decreased; likely due to the lack of new home permits. Burns requested a report from the Building Inspector that keeps track of how many times he visits or inspects a home.
