Good evening, everybody. Welcome to City Hall. This is City Council evening on Tuesday, August 18, 2026. And I'm going to go ahead and lead us in allegiance and start the meeting. And Councilman Anthony Coleman will lead us in prayer. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. If you would, Lord Jesus, we thank you for this time that you've given us to come, to come as one. We thank you for unity even on tonight. I pray, God, that you continue to minister to us and through us as we deliberate and share. I pray for the citizens of this great city, as well as we continue to lift up those first responders and those that work for us, for our safety and for our growth and for the manifestation of your glory in this place. Father, we forever give you the praise, the honor and the glory in Jesus's name. Amen. Amen. All right, Council, if you would, we'll go on to item number three. If you would, please make your presence known by ballot. If you would, please cast your ballot. We have 10 present. All right, we'll move on to item number four. These are special presentations. Welcome we're gonna have a cold water and roll call. - Gimmore. - Here. - Miles. - Here. - Millard. - Here. - Bailey. - Here. - Capers. - All right so we're gonna have a motion to prove the minutes from last month. - So moved. - All right, second. - Second. - Thank you, all right. The one and only case today, William Walker. Welcome back. What's changed besides the letter? - Not a lot. That was found after the last meeting. - In a hard place where neither party want it, both party thinks it hurts their property, both parties think it's creating a big safety issue. - At the last meeting we tried to make a point. If you just show a turnout, just show it. You can park in front of it. You can't, we can't as a city, the city cannot force your traffic to go on to the neighbor . You gotta have an agreement between you if that's gonna happen. Are you gonna show us a turnout? Just show it on the plan. You can, don't have to finish it, you just show it. And we would've been doing something else today besides coming here. - Sure. - Yeah, so. - Yes, sir. - That's the issue. We, I thought we had made that pretty clear in the last meeting. Maybe we didn't beat it enough, but it's just one of them deals if you just show it. - Yeah, and when we spoke, we're speaking with the city attorney and staff. We were, are under the impression that if we show it, it could at some point have to be built if Cooper does redevelop. That was what we were told. Even if we show it on the plan and we don't bui …

All right, good afternoon, everybody. It's 4 o'clock. I'll call today's, let's call it a meeting in conjunction with the Public Safety Council Committee to order. Please record your attendance. I'm going to have to take a roll call vote, and I've already marked everyone that's here. So because of two committees, I can't put it in one agenda. Give you some slack. Okay. All right. So she's already marked attendance? Yes. Okay. And as y'all know, today's just a discussion, public discussion. There will be no votes taken today. So it doesn't really matter if we have a quorum or not, I guess. But we obviously do. But just a few housekeeping things today. I think probably the best thing to do is let the mayor and his team go through any presentation they have. Then the committee members can ask questions. I just ask that you wait until you're recognized before you speak. So we kind of keep some form of control in here, some form of order. Not control. That wasn't a good term. And then if someone's in the public wants to come to the podium and make a comment, we just ask that you state your name and address for the record. So with that, we'll move to item number three, other business, a public discussion about the shelter insurance agency building. And I will turn the floor over to the mayor. The flair. I'm combining words trying to save time. All right. Thank you, Councilman. I appreciate it. Councilman, I thank you for attending a special call meeting. I just want to start by than …

Chairman Joe Hafner said, alright, I’ve got a few things to say regarding this before I
open up the floor to other councilmembers. Number one, you know, typically when a
resolution is brought up to us, especially the handbook, is addressing a problem. I
personally don’t believe that there is a problem that needs to be addressed. I think
that our current nepotism policy covers what needs to be covered. I looked at other

Good evening, everybody. We'll go ahead and start tonight's Jonesboro City Council meeting. This is July 21st, the year's over halfway complete. And so as we continue to move forward, we hopefully will have a very informative meeting tonight, get a lot accomplished. We'll go ahead and I'll lead us in the Pledge of Allegiance and Dr. Coleman will lead us in prayer. Coleman to my left. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Mr. President, Father, we thank you for allowing us to be able to be stewards in this community. Council, if you would please confirm your roll. Attendance. And we do have a quorum present for this evening. So next, Council, we'll move on to item number four. We do have just a few short presentations that are not listed, but they won't take long. Chief Hamrick, if you would like to come forward, I think you've got the first presentation that you would like to make this evening. And then Council, I'm going to roll on into that with Little Banks Mathis is going to come forward, he and his family. Chief, floor is yours. Sure. I'm going to adjust that just a little. So, Council, I want to highlight a few of our other city employees that probably do …

Good evening everyone. Welcome to the City of Jonesboro Metropolitan Area Planning Commission meeting for Tuesday, July 14, 2026. I'll open up for a roll call. You ready? We check in on the roll call. Okay, got a quorum. First item I'm going to discuss is the minutes from the June 23rd meeting. Are there any changes to be made? Or I'll entertain a motion for approval. Can Azulper make a motion to approve the minutes as presented? Mr. Chair? Yes, sir. Are these the amended minutes that we... That's what I was about to ask. ...taped over the last month? That was for the meeting before. Could have been at the last meeting. No. It was the last meeting. We never got it approved. It was the meeting before when it got approved. It was the minutes from the meeting before, yeah. Right. Okay. So we'll have to do that at the next... Thank you. So anybody want to second these? Let's say it then. You know? Okay. All those in favor say aye. Aye. Anyone opposed? The minutes will carry. The first item we have tonight is a preliminary subdivision . This is Southern Oaks, Phase 2, Preliminary Platt. So have the proponent for this item. Carol Caldwell. So... I guess it's on the screen what I'm wanting to do. I'm wanting to rezone the lot one to commercial. Right now it's on residential, but it joins commercial to the left. I'm building a grocery store right next to it. Across the street it's commercial. So it's... And this might be the only thing I ever did in 50 years. I didn't have opposition …

Good evening, everyone. Welcome to the City of Jonesboro Metropolitan Area Planning Commission meeting for Tuesday, June 23, 2026. I'll open up the voting. Well, you're going to do a roll call vote? Yeah, we'll do a roll call. We're going low tech tonight, so. Going low tech? Yeah. Johnson? Here. Nelson? Here. Stylings? Here. Bailey? Pointer? Cooper? Little? Zilber? Roberts? Okay, I'll open up for the discussion of the minutes from the June 9th meeting. Are there any changes to be made, or I'll entertain a motion for approval? Move to approve as presented. I have one item. Looking through that, the names and the attendance did not quite go with the names of the voters. There was a little conflict there, I think they just got the name switched, so might want to get those corrected, but other than that. I wasn't even here. Yeah. Right. So did Mr. Zilber. So I nominated stuff in them, but yet I was absent. Absent. Yeah. But you were really here. So what do we need to do about that? Okay. Make a motion that we go back and fix the adjustments, and we can approve them. Change your motion to that? Okay. Changes will be made then. Okay. The court made. Everyone in favor of approving with the changes, say aye. Aye. Anyone opposed? You okay? I feel more comfortable if the changes came back to the next meeting and you all approved it once it's changed, rather than just counting on the changes to be what you think. Shall we withdraw our vote, or how would we handle that now ? Do we need …
