Mr. Skimerhorn stated that in March there were no new homes, 148 permits issued and revenue collected totaled $45,413.00.
Mr. Long made a motion to approve the report and Mr. Kerkstra seconded it. Motion carried with a voice vote.

Mr. Skimerhorn asked if there was anything for discussion; there was not. Mr. Skimerhorn stated on March 20, 2026 the EPA audited
the program and they are currently awaiting the results. Follow-up will occur at the May PZA meeting.

removal project. Permits and agreements are progressing with anticipated removal next spring.

The meeting of the Kankakee County Board, Kankakee, Illinois held on March 10, 2026,
pursuant to the adjournment of September 9, 2025, was called to order at 9:00am., by the
Chairman of the Board, Mr. Alexander-Hildebrand. Mr. Dunnill, County Board Member,
delivered the invocation. The Pledge of Allegiance was recited. The following members

The Zoning Board of Appeals will hold a public hearing on two new cases. Call to Order Vice Chairperson Carol Webber called to order the February 11, 2026, Animal Welfare Advisory Committee meeting at 3 p.m. at the
Animal Control building. Roll call was taken with five members present, providing a quorum, plus Administrator Kari Laird.

Marc Ayers was contacted for a conference telephone call with the committee members. He has been the 10-year Illinois Director for the
Humane World for Animals, a group hoping for the creation of a Database (formerly called a registry) for Animal Cruelty Notifications.
An Illinois bill would need to be sponsored and passed which would require Illinois to establish and maintain a list of convicted animal
abusers. Marc clearly enumerated the four major reasons that such a bill has never received a hearing nor a debate in the Illinois
legislature:
1. The Illinoi State Police would create the database, maintain it, implement it, enforce it, and support the technology. Not having a
budget to perform these activities is the ISP’s reason to not support the proposal.

County approves $440,604 for County Highway 23 pavement reconstruction

is awaiting permits for the removal of the state line bridge.

• Illinois Conservation Police Update – CPO Elliott was present and reminded everyone their boating
equipment is availab le for anyone who wants to tour the river or see problem areas once the
weather breaks in the spring.
• Map and Signage Project U pdate – Mr. Long stated GIS is continuing to work on this and further
updates will be forthcoming.
