Thank you. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God indivisible with liberty and justice for all. Council member Williams, I didn't have a plan. Okay. Council, I need a motion to approve the agenda. Council member Brown. Move to approve the agenda. I say. Any discussion? All in favor, if I would like to raise your hand. If I would like to raise your hand. Those contracts over the years. Have also included a notice. That you can cancel at any time. Just give the student group 30 days notice. That you intend to cancel the services. Again. I recommend the city. Immediately move forward. With canceling this contract. Why? Again. Sole sourcing and no bid oversight. Is a problem for the city. I want to remind the city council. A single legislative consulting company. Has the potential for serious legal concerns. This includes a potential lack of transparency. Fairness and flexibility. And in this case. Multiple years. Of the lackluster performance. Given to the city. The contract has continued. Beyond 2026 to 2030. Where's the fairness. Where's the sole sourcing contract. Ability. Where's the competitiveness. Again. I'm here today. To show my support. For canceling the contract. For the shooter group. Thank you sir. Madam Secret …

Thank you. Good afternoon. I wasn't prepared to go first. I want to highlight a couple of issues with what's going on . This is going to displace a lot of people. And I know we just had the meetings where we've got some budget issues. We're going to maybe be able to fund as much as we like regarding homeless shelters, maybe even not building the new one. We're putting 200 people out. Are we ready to deal with 200 more? And if we're going to hammer this individual location, I can count at least 10 others that are kind of operating loosely the same with what I would call probably ultra low income housing, because realistically, we all know low income housing, there's a huge gap. It's not meeting all the needs. There's people that just don't fit into the regulation for that, that still couldn't even afford it if they could get in. Not that we have enough of it anyway. If we count those people up across those locations in town, we're looking at a lot of We're looking at like 2,000. Are we ready for 2,000 more homeless people? I mean, that's when our business model here is based off of building new houses, no one's going to build or no one's going to buy when we are flooding the streets with people that had a place to live, but it just merely wasn't liked for whatever reason. I don't know a lot of the details surrounding that, but my main concern is I really want it considered I think that's a big issue. That's a big issue. I think that's a big issue. Good afternoon, ma'am. Video …

Thank you. On July the 7th, I call the City Council meeting to order. All council members are present with the exception of Council Member Kimball. He will not be attending. Mayor Pro Tem, Jessica Gonzalez. Is she on Zoom? She's on Zoom. She is present. On Zoom. Minister Jones will lead us in invocation and Council Member Kendricks will lead us in the pledge of allegiance. As we bring in all the wonder minds and thoughts and look for the hill and remember where our help, our aid, and assistance come from. Most gracious, eternal, and heavenly Father, we pause to say thank you for another day's journey. God, we ask you to walk up and down this council this afternoon. Touch each and every heart that's gathered here. Let them down in your bosom of wisdom right now. Give them a sound mind, humble heart, wisdom, love, and common action. God, for everything that's happened within this chamber, God. Blessed God, it's only you confess it. No one else can do it like you. So, God, as we pause right now, just thank you that you watched over us last night while we were swimming and slept . And then you touched these old bodies this morning and light us rise to a brand new day that wasn't promised to us . And we thank you for it, Father. Now, God, continue all our footsteps and regulate our minds . Bless us, God, as no one else can do. Then, God, we pause for a moment. Remember our service men and women, those who stand in harm 's way as we stand here enjoying all the fruit and labors of l …

Thank you. However, today we will hear from staff, and we are also going to open up for citizens' comments today. There will be no decisions, votes, or motions of direction taken during this gathering. So we're going to first allow, is there any citizens signed up or available, open to make comments? All right. Seeing none, we will move forward to staff presentations, starting with Mr. Cagle. Yes, sir. Thank you, Mayor. We got a couple of presentations. One, we wanted to start off and kind of go back a year where we were a year ago today and where some of our resources were placed. And we want to go through that and show you. And then we'll talk about some financials for the upcoming year. And then we can have some discussion. I think what we'd have done, if we'd had a quorum, then we would have maybe gotten some motions of direction or something. But we can discuss later if we want to reconvene this and do this again. But everybody's here and we've got a lot of good information for you. And so, Ms. Wilson will do the first one and then I'll do the financial one. All right. Well, thank you. As Mr. Cagle said, we're going to start by talking a little bit about our c …
