Randolph-Sheppard Blind Vendors Trust Fund Meeting Minutes June 12, 2026 Call to Order Chairman Frank Gaffney called the meeting to order. Roll call was conducted, and a quorum was established. Meeting procedures for hybrid participation were reviewed to ensure all members understood expectations regarding muting, recognition to speak, voting procedures, and protocols for technical difficulties. Opening Remarks Robert Ellington welcomed participants and acknowledged that this was one of the program's first hybrid meetings. He thanked members for their willingness to participate and stated that the Randolph-Sheppard Program continues to move forward with several initiatives aimed at strengthening operations and increasing opportunities. Kevin Monk echoed these sentiments, while adjustments may be needed as hybrid meetings become more common, the format offers an opportunity to improve participation among managers and committee members statewide. Introductions LRS staff members introduced themselves, including Robert Ellington, Melissa Bayham, Kevin Monk, and Steven Johnston. Guests and visitors were also introduced, including representatives from Affiliated Blind of Louisiana and Charley Williams, who was later announced as a newly elected committee member.
