LOUISIANA BOARD OF EXAMINERS OF NURSING FACILITY ADMINISTRATORS MINUTES Quarterly Board Meeting May 20, 2026 The Louisiana Board of Examiners of Nursing Facility Administrators (LABENFA) met in regular session on May 20, 2026, in accordance with applicable law and gubernatorial proclamations. ‘ I. Call to Order Chair Jamie Shelton called the meeting to order at 12:00 p.m. I. Roll Call Members Present: Jamie Shelton, Chair Jack Sanders, Vice Chair Marcus Naquin Randall Myers Cullen Brewer Richard Guilbeaux Eddie Borland Scott Crabtree Charlotte Hurst, PhD Barbara Anthony Teddy Ray Price Tizi Robinson Karen Contrenches Members Absent: Susan Nelson, PhD Others Present: Joseph Townsend, Executive Director Kristie Mascarella, Assistant Executive Director Carrie Jones, Attorney A quorum was present. The motion carried unanimously, and the Board entered Executive Session. Following completion of the Executive Session: Motion: Richard Guilbeaux moved to reconvene the public meeting. The Louisiana Board of Examiners of Nursing Facility Administrators met March 4, 2026, and approved its November 2025 minutes, the Finance and Education Committee reports, and renewed contracts for board counsel and the prosecuting attorney. In executive session, the Board unanimously approved a 4% pay increase for the Assistant Executive Director and gave the Chair authority to sign an order of summary suspension and move forward with suspending an administrator's nursing home license pending a hearing. The Board also discussed holding its annual continuing education conference in February, possibly in Alexandria, and noted the Chair and Vice Chair positions will be vacated July 1, 2026.

See attendance detailed above. MINUTES Chair Shelton presented the minutes for the meeting conducted on November 12, 2025, for approval. Mr. Sanders made a motion to accept the minutes, Mr. Myers seconded. Minutes were accepted unanimously. PUBLIC COMMENTS There were no public comments. EXECUTIVE DIRECTOR REPORT Mr. Townsend, Executive Director, presented the Executive Director Report as a part of the Financial Report. See below. FINANCE COMMITTEE REPORT Mr. Townsend presented the financial status of the Board in comparison to Fiscal Year 2022. In FY 22 the Board had a negative $1700 total bottom line with total expenses of $400.000. FY 25 the Board made a net profit of $100,572 with expenses of $301,000. Per …
