Carroll Parish Police Jury Meeting Room.
Commissioners present: Steve Brown, David Oswalt, Tap Parker, and Gary

1. Steve Brown presented minutes from the August meeting. David Oswalt
made the motion to accept the minutes as read; Gary Giddings seconded.
The motion passed unanimously.

a. Financial Report – Steve Brown presented financial report. David
Oswalt made a motion to accept; Gary Giddings seconded. Motion
passed unanimously.
b. Levee Maintenance – Discussion regarding ongoing work with
Delta Mulching. Steve and April will obtain a contract regarding

Parish Police Jury Meeting Room.
Commissioners present: Steve Brown, David Oswalt, Tap Parker, and Gary
Giddings; Teddy Schneider arrived late. Absent: Jordan Yates.
Others present: Jacob Brister, April Knight, Mark Brown, Paul Brown.
1. Steve Brown presented minutes from the May meeting. An amendment
to the minutes to correct that the Parish Engineer had recommended
two 50-ft pipes instead of 100-ft pipes as contained in the minutes was
suggested. Motion to amend was made by Teddy Schneider; seconded
by David Oswalt. Motion to amend passed unanimously. Steve Brown
made the motion to accept the minutes as amended; David Oswalt
seconded. The motion passed unanimously.
2. Old Business:
a. Financial Report – Steve Brown presented financial report.
Discussion regarding Delta Mulching payments. Teddy Schneider
made a motion to accept; David Oswalt seconded. Motion passed
unanimously.
b. Levee Maintenance – Discussion that the contract with Delta
Mulching needs to be reviewed; discussion about slides that need
to be repaired. Steve Brown plans to make some contacts.

indicated the Parish would take responsibility for portions of the
project if the District would provide the pipe. Approximate cost

The Board of Commissioners will hold a public meeting to discuss old business including levee maintenance, the pumping station, and a deficiency at the Katydid spur levee, as well as cleaning out Jack Falls ditch. Bunches Bend Protection Meeting Minutes. May 22, 2024. 11 a.m. Police Jury
Meeting Room.
Commissioners present Steve Brown, Tap Parker, David Oswalt, Gary Giddings,
Jordan Yates. Andy Brister was present. Teddy Schneider was absent.
March meeting minutes amended: Gary Giddings represents TC Energy and Jordan
Yates represents Energy Transfer. Also amended Teddy Schneider was present not
absent.
The financials were presented. There was $446,000 in ad valorem account.
Gary Giddings made a motion to authorize Tap Parker to open and transfer funds
into a money market account at Delta Bank from BBPD ad valorem account with
the same signatures required as checking account which includes Tap Parker,
Steve Brown, and Daivd Oswalt. Seconded by David Oswalt.
Steve Brown will contact Moe Taylor to see when levee mowing can begin. Will
also contact David Lyons this summer for maintenance.
Pumping station main breaker needs to be replaced. Breaker has been ordered.
Andy Brister gave an update on the possibility of a rehab project at pumping
station.
Gary Giddings made a motion to reschedule the August meeting for August 7
which is mandatory to vote on taxes. Seconded by Steve Brown.
Meeting adjourned.
Meeting reconvened with purpose to accept the Louisiana compliance
questionnaire. Gary Giddings made a motion for attorney and CPA to complete
compliance questionnaire. Seconded by Steve Brown.

Levee maintenance: David Lyons will be contacted to remove debris from the levee. Moe Taylor
will begin second mowing in September.
Pumping station: Chicot Irrigation is rebuilding the pump with installation this fall.

Bunches Bend Protection District Meeting at the East Carroll Parish Courthouse Police
Jury Meeting Room. 11 a.m.
Commissioners present are Steve Brown, Steve Cochran, Shannon Baker, and David
Oswalt. Absent was Tap Parker, Teddy Schneider, and Andy Brister.
Steve Cochran made a motion to approve meeting minutes from March and it was
seconded by David Oswalt.
Financial report was presented by Steve Brown. It was motioned to approve by David
Oswalt. Seconded by Shannon Baker.
Levee maintenance and pumping station: Half of the levee had been mowed by Delta
Mulching. And the pump at the pumping station had been pulled and Chicot Irrigation
was getting a quote for the expense.

Steve Brown presented financial report. There is $208,901 in ad valorem account. Teddy

Moe Taylor is to clip the levee by September 1. David Lyons is to fix any issues.
Pumping station had to have the panel replaced which costed $20,000. Insurance did pay
$15,000 with a $2500 deductible.
Voted to adopt the 2021 millage rate of 311 mils. Passed unanimously on the resolution. There
were no public comments.
We voted unanimously yes to the millage levied on crop land for 2020/2021 tax roll at $21.00
per acre and $2.00 per acre on all other lands. No public comment.
Next meeting October 14.
