was composed of many organizations that were no longer
relevant or defunct (unable to meet quorum), so a bill was
introduced to update the name and the board organizations so
that we had a fully functional board.

strategic oversight for cancer resources in Louisiana.

What is the Louisiana Tumor Registry (LTR)?
LTR Mission:
T o collect and report complete, high-quality, and timely population-
based cancer data in Louisiana to support cancer research, control, and
prevention.
LTR Vision:
T o reduce suffering and death from cancer using information collected
by the Louisiana Tumor Registry.
LTR is legally authorized to undertake the ongoing and systematic collection, storage,
and management of essential population-based cancer data. It serves as a vital resource
for cancer surveillance, research, prevention, and control.
Legislative Mandate of the Louisiana Tumor Registry (LTR)
• State Law: Designated as Louisiana’s official, population-based cancer registry.
• Authorized Role: Access identifiable cancer patient information from all
hospitals, pathology laboratories, radiation centers, physicians, nursing homes,
coroners, and other licensed healthcare facilities and providers.

Louisiana Tumor Registry Legislative Rule Changes
September 4, 2018
Board Members Present: Jay Brooks, Steve Cantrell, Renea Duffin, John Rainey, Kristi Rapp, Oliver Sartor.
Others Present: Lauren Maniscalco, Aubrey Thelen, Donna Williams, and Xiao-Cheng Wu.
Providing Written Comments: Elizabeth Fontham and Robert Newsome
After introductions, Dr. Wu reviewed the legislative rules changes previously provided to the Board and allowed for discussion.
Screen both in-patient and out-patient records (Page 2, Column 2, 8507.A.1.ii.)
Board members expressed agreement.
Request full SSN (Page 2, Column 2, 8505.A)
Dr. Sartor expressed concerns regarding the legality which was echoed by others. Dr. Wu assured the board that after their comments were incorporated, the proposed rule changes would go to LSUHSC-New Orleans legal for review. Members expressed agreement if approved by legal.

Absent: Augusto Ochoa, Pratap Reddy, Oliver Sartor, Franceso Turturro
Meeting was called to order and new members – Fontham, Rapp, and Duffin – were introduced.
Board reviewed the financial report. Discussion was had regarding best way to invest or grow these dollars:
The Board overall felt that the LSUHSC – New Orleans Foundation fees were too high.
Dr. Mills offered to get the LSUHSC – Shreveport Foundation fees.
It was suggested that one of the foundations may be able to let the Board invest the money through Vanguard.
It was also suggested by Ms Duffin that we check on possibilities through the Greater New Orleans Foundation.
Action Items:
Dr. Williams will check to see what LSUHSC – New Orleans will allow the Board to do with the funds.
Dr. Williams will request a detailed report of deposits over the past couple of years.
The Board members were in agreement that the Board should decide on the best way to invest the funds first and then move on to decisions on spending.
Ms Duffin asked about annual reporting. Dr. Williams reported that all reporting requirements had been met and that reporting is done through a state online system. Ms Duffin asked if the report could be provided to Board members. Dr. Williams will check to see if the report can be downloade …
