Board Meeting Notes
The meeting was called to order by C. Travis Johnson at 2:03 p.m. The role was done by Ashley Skipper.
Board Members present:

Dave Wilson-Madison Police Jury
Robert James Lee-Village of Clayton Mayor
Jarrod Bottley-Mayor of Waterproof
Jerry Hicks-Madison Parish Police Jury
Dagne Hill- Grambling State
Quorum was established and prayer was led by Robert James Lee then followed by the Pledge of Allegiance.
There were no Public Comments at this time.
The motion was made by C. Travis Johnson and second by Robert James Lee for minutes from January 7,2026.
Financial Report
Dr. Jones presented the Q1 financial report, including beginning balances, ending balances, expenses, and attached bank statements. He reported that the CEA has been submitted to the State Treasurer’s Office and that the district is awaiting release of ne appropriation.
The board requested that future financial reports include an itemized list of expenditures so members can clearly review spending.
A motion was made to table approval of the financials until the next meeting. The motion was made by Cornell Lewis and second by Ashley Skipper.

✓ Decided: Board approves $2,500 for sustainability conference and new bank selection
The board approved funding for the 2nd annual sustainability conference and authorized the Chairman to select a new financial institution. Members received reports on the Brownfield grant, the Delta Food System application process, and a hemp grant application by LSU Ag.

Pertaining to the minutes from the last meeting Dr. Sutherlin asked for his name to be corrected. A motion was made by Kendall Thompson and second by Jarrod Bottley and unanimously approved.

Dr. Sutherlin gave a report on the Brownfield grant and how it's moving along. C. Travis Johnson stated that the Bike Trail project will begin soon in Vidalia and throughout the Delta Region.
Director Jimmy Jones was asked by Brandon Davis about how many grants has he written and also said that this has saved the organization money
Mayor Jarrod Bottley asked about solar lights throughout the town so that the elderly …
