Commissioners Kennedy, Hill, Brown, Arthur, and Hardwick answered roll call. Visitors
included representatives from USACE and DOTD.
OLD BUSINESS:
After no public comments were made, the Board approved March minutes on a
motion by Commissioner Hill, 2nd by Commissioner Hardwick.
Commissioners reviewed and approved claims submitted for April and May on
motion by Commissioner Arthur, 2nd by Commissioner Hill, after hearing no public
comments. Commissioners reviewed financial statements for the same time frame.
NEW BUSINESS:
Hearing no public comments, the Board adopted Levee District’s 2025 Tax
Millage for East Carroll, Madison, Tensas, and Concordia Parishes at millage rate of 3.86
mills. Approval was granted by roll-call vote with Commissioners Kennedy, Hill,
Minsky, Brown, Arthur, and Hardwick voting “yea”.
Commissioners considered a resolution to levy standard five-cent acreage tax for
East Carroll, Madison, Tensas, and Concordia Parishes. Motion passed with
Commissioners Hill, Minsky, and Brown voting “yea” and Commissioners Kennedy and

session on Wednesday, February 12, 2025, at the Levee Board Office, 102 Burnside
Drive, Tallulah, LA at 9:00 a.m. President Reynold Minsky called the meeting to order.
Commissioners Brown, Arthur, and Hardwick answered rollcall.
Mr. Minsky advised that without a Board quorum binding action could not be

The Board of Commissioners for the Fifth Louisiana Levee District met in regular
session on Wednesday, July 12, 2023, at the Levee Board Office, 102 Burnside Drive,
Tallulah, LA at 9:00 a.m. President Reynold Minsky called the meeting to order.
Commissioners Hyram Copeland, Clark Hill, Barry Maxwell, Jack Varner, and Vivian
Hiner answered roll call.

After no public comments were made, the Board approved June minutes on a
motion by Commissioner Copeland, 2nd by Commissioner Hill.
