The following First Responder Subcommittee members or their designees and others were present: Louisiana Sheriffs Association- Sheriff Steven McCain, Louisiana State Police- John Porter, LA Association of Chiefs of Police- Michael Knaps, Regional OHSEP Directors Committee-Chris Anderson, GOHSEP Director- Brig. Gen. Jason Mahfouz, and additional GOHSEP Staff including Neal Fudge, Euclid Talley, Noel Bellas, Sandra Gaspard, Shera Adams, and others.
WELCOME
Sheriff Steven McCain called the meeting to order. After a roll call it was determined a quorum of the statutory members of the subcommittee were present. McCain welcomed everyone.
APPROVAL OF MINUTES
McCain asked for a motion to approve the minutes for June 11, 2025. There was no opposition. Brigadier General Mahfouz motioned, and Mr. Michael Knaps seconded. The June 2025 minutes were approved.
2026 BUDGET AND SPENDING PLAN
Overview:
SHSP NOFO was released later than expected from FEMA. Many ground rules for the UASI grant were changed. Region 1 was impacted in receiving UASI grant.
Several jurisdictions and states have joined in two different lawsuits against the federal government to challenge the HSGP/UASI funding cuts as well as challenge new grant conditions requiring a shortened timeline and requirement to exclude populations.

Dear Governor Edwards:
On behalf of the First Responder Subcommittee on Homeland Security and Emergency
Management, it is my pleasure to provide this semi-annual report on ouractivities for the
first half of calendar year 2017. The subcommittee met on Tuesday, June 13, 2017 at
10:00 AM in the Governor's Office of Homeland Security and Emergency Preparedness
(GOHSEP) Overwatch in Baton Rouge, Louisiana. The first responder member
representation was as outlined by statute.
The First Responder Subcommittee plans and advises on issues identified by the
GOHSEP and the Unified Command Group (UCG) regarding First Responders in their
efforts in the preparation for, response to, and recovery from all emergencies and
disasters. Additionally, this subcommittee is committed to coordinating with boundary
states by securing memorandums of understanding (MOU) between first responders
during emergencies and disasters. The committee serves to coordinate a variety of
individuals and agencies representing various parts of the first responder community in
order to discuss developments in their areas and review projects that cut across
organizational boundaries.

Call to Order
Chairman Sheriff Willy Martin called to order the regular meeting of the First
Responders Subcommittee (FRSC) at 10:30 a.m. on Wednesday, April 6, 2016, in the
GOHSEP Overwatch room in Baton Rouge, Louisiana.
After a roll call it was determined a quorum of the statutory members of the
subcommittee was present.
The following First Responder Subcommittee members were represented: Louisiana
Sheriffs Association - Sheriff Willy Martin, DPS/Louisiana State Police – MAJ Paul
Edmonson, GOHSEP –Director James Waskom, Louisiana Fire Chief’s Association -
Mark Stewart,. Also present were Ex-officio member from the Louisiana National Guard
– MAJ Neal Fudge.
Listed as absent from the roll call: Member Louisiana Association of Chiefs of Police
Office of State Fire Marshal, Regional Parish OHSEP Director Subcommittee and Ex-
officio member Louisiana Wildlife and Fisheries.

First Responder Subcommittee to review security grants and emergency programs
The First Responder Subcommittee is meeting to receive updates on homeland security grants and the School Emergency Management Program. The body will also discuss FirstNet, risk assessments, and radiological detection programs.

Chairman Sheriff Willy Martin called to order the regular meeting of the First
Responders Subcommittee (FRSC) at 10:00 a.m. on Tuesday, February 23, 2015, in
the GOHSEP Overwatch room in Baton Rouge, Louisiana.
