CALL TO ORDER Mr. Michael J. “Mike” Waguespack, chairman of the Fiscal Review Committee (Committee), called the meeting to order at 9:00 a.m. and a quorum was present with the following members in attendance: MEMBERS PRESENT: Mr. Michael J. “Mike” Waguespack, CPA, Louisiana Legislative Auditor Ms. Erin Day Guidry, Deputy Director, Civil Division, Office of the Louisiana Attorney General Designee for the Honorable Liz Murrill, Attorney General Ms. Rachel Kincaid, First Assistant State Treasurer (Treasurer) Designee for The Honorable John Fleming, M.D., State Treasurer II. APPROVAL OF MINUTES Ms. Guidry made a motion to approve the minutes of the May 21, 2026, meeting. With no objection, the minutes were approved. III. City of Tallulah – Tallulah Water System The Committee heard testimony from Senator Katrina Jackson Andrews regarding the need for a limited fiscal administrator for the City of Tallulah – Tallulah Water System. The Committee heard testimony from Chris Province, CPA, Manager of Local Government Services, Louisiana Legislative Auditor office. Mr. Province provided a narrative of the fiscal operations of the City of Tallulah - Tallulah Water System.
