The meeting was called to order at 10:05 am.

Commissioner Fabian Blache led the group in a prayer and then the Pledge of Allegiance.
Welcome to Commission Members, Partners and Stakeholders, Chairman O’Quinn
Chairman O’ Quinn welcomed a new Commissioner recently appointed by Governor Landry. The new
Commissioner is Sheriff Gerald Sticker with Tangipahoa Parish Sheriff’s Office. Chairman O’ Quinn then
asked Lisa to introduce the contingent from East Baton Rouge Police Department. The contingent included
BRPD Chief, T.J. Morse, Deputy Chief Neil Noel, Sergeant Scott Johnson, Lieutenant Micky Duncan,
Lieutenant Vanpheng Nitchin, Corporal Steve Reed, and Lieutenant Jason Martin,
Mission Moment, Director Freeman
As a segue, Lisa introduced Lieutenant Jason Martin as the “Mission Moment” for this meeting. She
reminded everyone about the Simmons family who was the subject of the “Mission Moment” from a
previous meeting. Mission Moments are opportunities to provide perspective to the Commission about those
individuals whose lives are forever changed due to the impact of traffic crashes. A shortened version of a
