Other commissioners present were Anita Hinds, Faerie Sledge, and Antony Thomas, along with resort manager David Pickett. Commissioners Becky Craig, Tom Jones, and Richard Worsham were absent due to family matters. A quorum was present. Visitor was Logan Perry, attorney from Baton Rouge with Mark A. O’Neal & Associates, LLC. The minutes of the meeting of Nov 13, 2025, were reviewed by the commission. Hinds moved to approve them as written; Thomas seconded. Motion carried. Under new business, Mr. Perry, representing Ensight Energy, was present to discuss oil and gas lease business with the commission. Following Mr. Perry’s presentation, the commission had quite a few questions. Mr Perry answered what he could, agreed to research the others, and contact the commission’s attorney. No formal motions were made by the commission. Mr. Perry then departed the meeting. Under other new business, the commission reviewed the proposed 2026 budget. Guests attending from the Louisiana Dept of Wildlife and Fisheries were Patrick Banks, Administrator, Fisheries Division, Baton Rouge and Villis Dowden, Fisheries Biologist/Manager from Natchitoches. The minutes of the meeting of Aug 14, 2025, were reviewed by the commission. Commissioner Jones moved to approve them as written; Commissioner Worsham seconded. Motion carried. Under new business, Mr. Banks, Mr. Dowden, and the commission discussed the next possible drawdown of the lake. In general, LDWF prefers to schedule a drawdown if needed about every 5-7 years on lakes to benefit fisheries and aquatic vegetation management. The last two drawdowns on Grand Bayou Reservoir were in 2015 and 2020. Both drawdowns were 7 feet. The commission believes that, in general, the lake is in good condition regarding aquatic vegetation. The commission considered today’s discussion, which involved many factors, and determined that a drawdown is not needed at present. A quorum was present. Guest was Kisha Newsom, representative with the WIOA Youth Program. The minutes of the meeting of Apr 17, 2025, were reviewed by the commission. Commissioner Thomas moved to approve them as written; Commissioner Worsham seconded. Motion carried. Under new business, Ms. Newsom presented information about the WIOA Youth Program and the possibility of a young person working part time at Grand Bayou Resort for several weeks in the near future. Under new business, Mr. Pickett brought up the subject of passive gear, specifically hoop nets, on the lake. He had had some questions from a local fisherman regarding the wording in the 2024 LDWF pamphlets. Mr. Dowden confirmed that certain size hoop nets are still illegal on GBR. Hinds made a motion to have the floor cleaned by Thomas Floors as discussed; Worsham seconded. Motion was approved. Under old business, Mr. Pickett is still working on obtaining for the park’s tractor a grapple with a third function valve installed. He is waiting on another quote from Patrick Miller Tractor.
