The Task Force discussed the Spay-Neuter program in response to Hurricane Ida and asked whether any progress had been made. There was mention of looking into the process of that program and to get another one started.

Dr. Robbins introduced the new members: Robbie Averett; a former LDAF employee inspector for the LACATF for many years and former secretary of the LA Animal Control Advisory Task Force; and Joe Stark, D.V.M., a private practice veterinarian since 1986 in Lake Charles, LA.
COMMENTS BY COMMISSIONER OF AGRICULTURE, MIKE STRAIN, D.V.M.
Commissioner of Agriculture & Forestry, Mike Strain, D.V.M., wished everyone a Merry Christmas. He then informed the task force of an ongoing case involving several deceased horses which were linked to alfalfa cubes found to be contaminated with Clostridium botulinum. Dr. Strain wishes everyone a Merry Christmas, and thanks the board for
their work and gives special recognition to Mrs. Robbie Averett for the
remarkable strides made in the LACATF over the past years. The positive
steps made by the Task Force has been seen and have made measurable
results. This has been a team effort and we will continue to support your
hard work and are excited about what next year will bring.
The Task Force thanks the Commissioner for his kind words as well as his
support in their mission.

REPORTS OF OFFICERS, BOARDS, AND STANDING COMMITTEES
Commissioner Strain discussed the upcoming legislature, and updated the board on the arrests of persons responsible for the
theft of water buffalo as well as their death. Dr. Strain also spoke on the topic of the uptick in cases of Eastern Equine
Encephalitis, and West Nile Virus which are transmitted via mosquitoes. Dr. Strain also commended the importance of
training in the field of animal control officers as well as the importance of animal control officers as they pertain to the control
of populations of feral dogs, cats, and other nuisance animals traveling into populated areas. He then talked about the
importance of being available to assist those shelters in case of emergencies of any kind. Hilton Cole remarked on the positive
interaction and strong backing of the Louisiana Department of Agriculture and Forestry toward the LACATF. Dr. Strain also
expressed concerns over feral animal packs as a danger to …

Commissioner Mike Strain, DVM, spoke briefly concerning the new fiscal year, as well as the
conclusions of two special sessions. Dr. Strain also spoke concerning the upcoming legislative session.
He also touched on the importance of continuing to monitor the conditions of Louisiana animal control.
Hilton Cole voiced his concerns about the amount of pit bulls currently in rescues/ animal control
facilities and that he felt that the AKC breeders of pure bred dogs would be hard pressed to compete with
the ever increasing population of “rescue” dogs.

The meeting was called to order by Deputy Commissioner Brent Robbins, DVM.

Roll call was taken by John Walther, LDAF Assistant Commissioner for Animal Health and Food Safety.

Commissioner Mike Strain, DVM thanked the members for their service. He spoke on how the Advisory
Taskforce was set up from the Governor’s office to be handled through the state veterinarian’s office.
The taskforce was to set up to work with local animal control entities to help them meet the uniform
standards. He gave figures on the number of completed inspections and those that were found non-
compliant. He said the methodology will be to send out letters to parish president, head of the police
jury or whatever system of government they are. We will continue to do re-inspections to help work
with them to advise them to follow the rules and regulations. He said we are hitting our target numbers.
He thanked the team that worked with Plaquemine Parish shelter when the A/C system failed. Everyone …

CALL TO ORDER
The meeting was called to order by Deputy Commissioner Brent Robbins, DVM.
PLEDGE
Ashley Delrie, board member, led the pledge of allegiance.
ROLL CALL
Roll call was taken by John Walther, LDAF Assistant Commissioner for A nimal Health and Food
Safety (LDAF).
COMMISSIONER STRAIN’S COMMENTS
Commissioner Mike Strain, DVM, discussed the statut es that support and govern the s tate’s
animal control agency.

Deputy Commissioner Brent Robbins, DVM, Chalyn Fayard, DVM, Chip Fitz, Tangipahoa Animal
Control Director, Shelly Fontenot , DVM , Ellen Abington , Ashlie Delrie and Hilton Cole, EBR
Animal Control Director.
PUBLIC COMMENT
Candy Pe avy, Chair man of Robinsons’ Rescue , indicated they desperately need the board’s
help. They have succeeded in doing over 50,000 spay/neuters. They educate the public and,
also, have outreach programs. She indicated they do have a decrease in shelter -in-take due to
their program.
Julia Breaux, State Director for the U.S. Humane Society introduced herself.
NEW BUSINESS
John Walther:
John Walther explained Title 3:236 to the board members.
Funding for this taskforce is provided through the “operating budget” of the LA Department of
