Louisiana Licensed Professional Vocational Rehabilitation Counselors Board of Examiners Minutes for 07/18/2025 10:08 am – 10:55 am 1. Meeting called to order at 10:08 am on July 18, 2025. In attendance were Ashley Lastrapes, Tom Mungall, Danielle Rhodes, and Louis Lipinski. Also present was Linda Alwood and Marleen Landry. 2. The minutes of the prior meeting were approved. 3. The financial report was reviewed and accepted as presented. The budget for 2025-2026 was reviewed and amended to reduce projected income from Supervisor Training by $400. Louie Lipinski moved, seconded by Tom Mungall and unanimously carried to approve the budget as amended. The board reviewed and unanimously approved the renewal of the contract with River Management Enterprises, LLC. 4. License Renewals – Marleen Landry reported to date we have 179 licenses, of which 136 have been renewed and 43 are pending. Additional reminders will be sent to those pending. 5. Provisional update – Marleen reported two provisional licensees will complete their two years of supervision before our November 7th meeting. The board agreed to review the documentation at the November 7th meeting and if approved to make their license retroactive to the date they completed the supervisory requirements. 6. Applications for Licensure: Elizabeth Bernard submitted an application for licensure. However, if they wish to renew their retirement status, they can call or email their intent to the LRC office. 5. Provisional update - All licensees have submitted their first quarter supervision reports. 6. In attendance were Ashley Lastrapes, Tom Mungall, Danielle Rhodes, Louis Lipinski (arrived late), Linda Alwood, and Marleen Cockfield. 2. Prior minutes were reviewed and approved. 3. The financial report was reviewed and accepted. Ashley Lastrapes moved, seconded by Danielle Rhodes to approve the same budget for 2025. There was no objection. 4. License Applications were reviewed for Olivia Wetekamm, Heather Dahl, Erica Suarez, Charmaine Wright, and Angela Davis, Robertson. Danielle Rhodes moved, seconded by Tom Mungall and unanimously carried to approve all applications, except that Angela Robertson had not found a supervisor. The board suggested someone and her application will be contingent on obtaining a supervisor. 5. Marleen Landry reported all provisional licensees are up-to-date with their supervisor log submittals. 6. Supervisor Training will be provided virtually going forward. Ashley Barbier’s Graduate- Level Academic Training was review and met the requirements set in the rules. 7. Future Board Meetings were scheduled for February 14, 2025, May 30, 2025, July 25, 2025, and November 7, 2025 at 10:00 am. 8. Meeting concluded at 11:10 am.

In attendance were Ashley Lastrapes (arrived later), Danielle Rhodes, Tom Mungall, Louie Lipinski, Linda Alwood, and Marleen Landry. 2. There were no public comments. 3. Prior minutes were reviewed. Tom Mungall asked that the minutes be amended to note that he was elected to serve as Ethics Chair, that Marleen Cockfield’s name be changed to Marleen Landry, and that Ashley Lastrapes sign the minutes as she prepared them. Tom moved, seconded by Danielle to approve the minutes as amended. Chair Ashley Lastrapes arrived and continued the meeting. 4. The financial report and proposed annual budget were reviewed and upon motion by Ashley and Louie they were accepted as presented. 5. While reviewing the provisional licensees, it was noted that one had not submitted the supervisor’s form in a timely manner. He will be notified that it must be submitted by the next board meeting, or the board will have further discussion as to whether his provisional license is valid. 6. Ashley Barbier and Paul Genco were approved for full licensure. Linda and Crystal will research licensure certificates/calligraphers. 6. Ashley will plan to attend continue to attend the IARP board meetings. Specifically, roll off schedule will be discussed with the IARP Board in order to provide nominations to the governor. A non-rehabilitation counselor will need to be nominated. 7. The supervisor training program and qualifications to sit for the training was discussed. A goal of holding the supervision training was set for 03/25/2022, for 4 hours. The fee if held would be $400.00. The Board would submit this training for CRC CEU approval. Linda would inform both Ms. Barbier and Mr. Genco that one additional supervision form was required. If received, both applicants would be granted full licensure at the next board meeting. 6. Language on the website will reflect that renewal will not be effective until payment, renewal packet, and CEUs are received. Google Workstation will be used for $6.00/month for increased security. Google Workstation will auto populate Excel spreadsheets of renewed licensees. Renewal fees will be able to be paid on the website for a $5.00 convenience fee. Crystal and Linda will set up a merchant account for the website. All Board Members are to review and approve the website by 04/30/21. In attendance in person were Beth Drury, Karen Harrison, Paul Fontana, and Linda Alwood. In attendance via Zoom were Crystal Younger and Ashley Lastrapes. The reading of the minutes of the previous meeting were waived. The website database of licensees has been updated as of 01/01/2021.Currently, the Board is charged for each individual change to the website. Linda will research alternate website providers and costs with the intent to make the Board website more user friendly and aid in digital maintenance of licenses. The Board also discussed the process of transitioning toa paperless system. All membership cards will now be sent digitally versus a paper card. Crystal will discuss merchant account with Chase to allow for payment on the website. The Board agreed to implement a convenience fee to cover the cost of the merchant account. Licensees will still be given the option of submitting a physical check to avoid the convenience fee. The Board received a request for reciprocity for Eric Anderson from Alabama, which only offers a LPC. Crystal will contact Mr. Anderson to review the qualifications for licensure.
