1. BOARD MINUTES
Wendy Laker moved to accept the Board Minutes for the Board Meeting on April 16, 2026.
Bob Rivard seconded the motion and the motion carried.
2. REVIEW OF FINANCIAL REPORT FOR 2025
Paul Pechon, from Bourgeois Bennet Certified Public Accountants, presented the board
with a draft of the Financial Report for the Mid-City Security District, December 31, 2025.
Mr. Pechon explained that the MCSD accounts are reviewed and tested every two years
to meet state auditing requirements.
Mr. Pechon noted that in 2025 MCSD generated fees and revenues totaling $1,204,230,
that was $162,652 less than total expenses of $1,366,882. This resulted in a decrease in
current assets from $1,222,425 to $834,869.
Mr. Pechon also noted that the original budget for 2025 was amended to decrease
revenues by $54,947 and increase expenses by $181,132 which approximated the actual
revenu …

Bob Rivard moved to accept the latest version distributed of the Board Minutes. Darby
Shields identified that the latest version had the distribution date of April 14, 2026. Darby
Shields seconded the motion and the motion carried.
2. ACCOUNTANT FINANCIAL REPORT
a. Sudie Joint presented checks for the monthly bills to the Board for approval.
• The checks paid for NOPD Police services totaled $2,700 for OPSE.
• Invoices paid for Allied Universal patrols totaled $20,677.08.
• Wendy Laker moved to approve the checks and the motion was seconded by Al
Williams. The motion was approved by all board members.

2. CAPTAIN KENDRICK ALLAN
Captain Allan addressed the board regarding Sgt Burke and his arrest for payroll fraud
and tampering with public records. Captain Allan explained how the Public Integrity
Bureau (PIB) has managed the investigation thus far. Sgt Burke is suspended for 90 days
and if found guilty he will be dismissed from the force. Captain Allan emphasized that Sgt
Russell is not under investigation. Captain Allan said that the biometric clock used to

Chairman Wendy Laker called the meeting to order at 6:00pm with a roll call of participants which
established a quorum.

• Presenters: Sgt. Alfred Russell, MCSD/NOPD Full Time Coordinator; and Santiago St. Clair, Allied

➢ BOARD MINUTES
• C. Richard moved to amend and then accept the minutes of the January 15, 2026 meeting by
removing the 4th bullet of the Accountant’s report which dealt with the disputed millage. The
motions were seconded by R. Rivard and approved with A. Williams, Jr. abstaining as he was not
present at that meeting.
➢ FINANCIAL REPORT
• The January 2026 Bank Statement was approved and initialed by all Board members present.
• CPA Sudie Joint was not able to attend the meeting and Treasurer C. Richard presented the
Financial Report for her. The first report were the financials for January 1 through December 31,
2025 (P&L, Balance Sheet and P&L Budget vs. Actual) which were updated from the prior
meeting to include additional NOPD invoices that had been received. After review, R. Rivard

• Darby Shields moved to accept the Board Minutes from the December 4, 2025
meeting. The motion was seconded by Corbett Scott and the minutes were
approved.
2. ALLIED UNIVERSAL SECURITY SERVICES (AUS)
• Allied Universal representative Santiago St. Clair attended the meeting. He had
emailed a detailed Monthly Activity Report to the Board Members in the afternoon
on January 15, prior to the meeting. Santiago St. Clair was asked to send the
detailed report to the board at least one or two days prior to the board meeting for
review.
• Mr. St. Clair is hiring a new officer for MCSD to replace the officer that was
terminated.
• Mr. St. Clair reviewed the incidents documented in his report. Corbett Scott
requested that the addresses for all incidents be included in the reports.
