Nineteenth Louisiana Levee District Minutes of the Meeting June 10, 2026 Grant Parish Police Jury Meeting Room President Gordon Smith called the meeting to order. Commissioners Bill Dean and Fren Allen were present. Also in attendance were Jarmarquis Torrence and Logan Monk, DOTD, Leanne Guidry from Royal Engineering, Phillip Stringer representing HGA and property owner Aaron Slayter. Also present was Clerk Fran Demers. Commissioners reviewed the May Financial Statement and Minutes of the May meeting. On motion by Fren Allen and second by Bill Dean, both were approved unanimously. Leanne Guidry of Royal Engineering requested to meet with the Board to explain the process of permitting for parish installation of GUMBO 2.0. which is a second phase of the statewide funding of broadband for rural communities. The previous phase in 2025-26 was done without providers getting proper approvals and permits prior to laying fiber optic cables in municipalities and rural areas, resulting in numerous problems. Ms. Guidry said the new procedures should result in better cooperation and fewer complaints. Phillip Stringer of HGA, is working as Damage Prevention Coordinator, making sure that water companies and other utilities are not adversely affecting by the work. Ms. Guidry queried board members as to the current permitting process for the Levee District so her agency can advise service providers of the requirements and timelines for the expected permitting requests. Nineteenth Louisiana Levee District Minutes of the Meeting May 13, 2026 Grant Parish Police Jury Meeting Room The meeting was called to order by President Gordon Smith. Members Bill Dean and Fren Allen were present. Also attending were Jarmarquis Torrence and Logan Monk of DOTD. Also present was Clerk Fran Demers. The monthly financials and the minutes of the April 2026 meeting were reviewed. Motions were made by Fren Allen to accept the financials and the minutes and seconded by Bill Dean and approved by Smith, Dean and Allen. A discussion was then held concerning the ongoing situation regarding the responsibility for maintaining River Rouge Road. Gordon Smith pointed out that while the road must be maintained to access various gates and installations as well as for property owners, the levee board’s principal responsibility is levee protection. He mentioned that sand/gravel hauling trucks are also using the road. Bill Dean suggested that property owners should contact their state representative to see if there is grant money available for the road. Jarmarquis Torrence said that the U.S. Army Corps of Engineers and DOTD are holding discussions with various entities and levee boards north of I-10 to identify and submit projects for the coming year. He also said that the levees of the Nineteenth have been certified as minimally acceptable and an inspection of the Bayou Darrow floodgates should be occurring in 2026-27 and is the responsibility of the levee board. Nineteenth Louisiana Levee District Minutes of the Meeting April 15, 2026 Grant Parish Police Jury Meeting Room The April meeting of the Nineteenth Louisiana Levee District Board of Commissioners was called to order by President Gordon Smith. Members Bill Dean and Fren Allen were present. Also in attendance were DOTD representatives Jarmarquis Torrence and Logan Monk. Clerk Fran Demers was also present. The minutes of the March 18,2026 meeting were reviewed, and on motion by Fren Allen, seconded by Bill Dean were approved unanimously. Fren Allen made a motion to approve the March Financial report, seconded by Bill Dean and approved unanimously. First item of business was to discuss the District’s substantial Colfax Banking Company savings account and make a decision as to what changes could be made to improve the earnings on the account. Gordon Smith said he would contact the bank to see if a higher interest rate was available and what steps were needed to get a better rate. It was agreed by Mr. Smith, Mr. Dean and Mr. Allen to pursue that decision as soon as possible and make whatever change was indicated to obtain a better rate. In other business, Jarmarquis Torrence of DOTD said he had nothing new to report from his department. 19th Louisiana Levee District Minutes of the Meeting March 18, 2026 Grant Parish Police Jury Meeting Room 200 Main Street Colfax, Louisiana 71417 President Gordon Smith called the meeting to order. Members Bill Dean and Fren Allen were present. Also present was Jarmarquis Torrence representing DOTD and Clerk Fran Demers. The first items of business included the approval of the February 18, 2026 minutes and the February Financial Report. Both items were approved on motion by Bill Dean seconded by Fren Allen. Motions passed. A brief discussion was held concerning the construction of the new Data Center located off I-49 near Boyce. Jarmarquis Torrence discussed the letter from the U.S. Army Corps of Engineers signing off on the levee encroachments identified during the recent inspection conducted in the 19th Levee District. Gordon Smith said he had been contacted by Laura Steelman concerning the bad condition of a ramp over the levee accessing several properties in Colfax. He said the situation was probably the responsibility of the town but he would take a look and contact Colfax officials about it. Members discussed the current rates for CDs and possibilities of getting better rates on savings funds. There being no further business, the meeting was adjourned.

Jarmarquis Torrence representing DOTD was in attendance. Also present was Clerk Fran Demers. Minutes of the January meeting were approved as read, upon motion of Bill Dean, seconded by Gordon Smith, and the January Financial Report was approved on motion by Mr. Dean, seconded by Mr. Smith. A brief report from the January 20 meeting with the U.S. Army Corps of Engineers in Natchitoches was given by Fran Demers and Mr. Torrence who both attended. Members then discussed some of the information presented at the meeting and all members were emailed copies of the Corps’ power point presentation. Bill Dean said he didn’t have any more information regarding interest rates from Bank of Montgomery. There being no further business to discuss, the meeting was adjourned.

Nineteenth LA Levee District Minutes of the Meeting January 14, 2026 President Gordon Smith called the meeting to order. Members Bill Dean and Fren Allen were present. Also in attendance were Jarmarquis Torrence and Logan Monk representing DOTD. Clerk Fran Demers was also present. The Financial Report from December 2025 was accepted by motion Fren Allen, seconded by Bill Dean and approved by all three members. The November and December minutes were approved on motion by Bill Dean, seconded by Fren Allen with the three members voting yea. Bill Dean had mentioned in a previous meeting that the Bank of Montgomery was offering good interest rates on accounts. He said he would call and get more information. The board felt like this was a good idea to investigate. Jarmarquis Torrence reported that DOTD was doing levee inspections locally. He said there was a problem with one property owner’s gate lock that did not work with the keys DOTD had. Bill Dean said he would get a new lock for that gate and provide keys for DOTD. None of the Levee District Board members will be available to attend the January 20 meeting in Natchitoches with the U.S. Army Corps of Engineers. Clerk Fran Demers agreed to attend on their behalf. Jarmarquis Torrence said he would also attend. The meeting was to be held at the Grand Ecore RV Park. There being no further business, the meeting was adjourned.
