MEETING OF THE NORTHWEST LOUISIANA GAME AND FISH PRESERVE COMMISSION Meeting held on June 4, 2026 Present were Commissioners Cooper, Lonadier, Austin, Woodard and Chairman Shane Hubbard. On motion by Austin and seconded by Cooper, the meeting was called to order. On motion by Austin and seconded by Lonadier, the minutes from the previous meeting were read into the record. Guests, Villis Dowden, Kane Finkbeiner, and Terry Holland were recognized. Concerning boat ramps, there was no news to report. Concerning lake management, Kane Finkbeiner gave information regarding the treatment of salvinia. At this time, he does not know whether the lake will need to be drawn down. However, he will be able to form an opinion within a few weeks. If a draw down is necessary, then the commission will hold a special meeting for the purpose of voting on a draw down. Villis Dowden provided an update on fish population. Concerning the new software for duck blinds, the software has been implemented. The commission discussed raising duck blind permit fees to cover the cost of the new software. By a 4-0 vote, the commission approved raising the duck blind permit fees from $30 per year to $50 per year. Also concerning the new software, Chairman Hubbard discussed various questions that the software company had regarding the specifics of implementation such as distance between duck blinds, number of permits per person, and adding Commissioners Ackel and Lonadier as administrators of the softwar …

MEETING OF THE NORTHWEST LOUISIANA GAME AND FISH PRESERVE COMMISSION Meeting held on April 2, 2026 Present were Commissioners Cooper, Lonadier, Austin, Woodard and Chairman Shane Hubbard. On motion by Cooper and seconded by Lonadier, the meeting was called to order. On motion by Cooper and seconded by Lonadier, the minutes from the previous meeting were read into the record. Guests, Villis Dowden, Steve Stringer, Leanna Stringer, and Keither Vercher were recognized. Concerning boat ramps, there was no news to report. Concerning lake management, biologist Villis Dowden stated that there was no news regarding fish. However, regarding lake management, a contract was forwarded to administration regarding the spraying of approximately 1000 acres. Concerning the 2:00PM close for duck season, Adam Sullivan stated that there was no news. Concerning the new software for duck blinds, Chairman Hubbard presented the final estimate for cost of implementing the new software. By a 4-0 vote, the commission approved the implementation of the new software for duck blind. On a motion by Cooper, seconded by Lonadier, the Commission approved payment of invoices for the past two months. Steve and Leanna Stringer were recognized. They presented to the Commission an issue that they were having with regard to a neighbor filling in a canal existing between their two tracts of land which connects to the lake. MEETING OF THE NORTHWEST LOUISIANA GAME AND FISH PRESERVE COMMISSION Meeting held on February 5, 2026 Present were Commissioners Ackel, Cason, Cooper, Lonadier, Austin, Woodard and Chairman Shane Hubbard. On motion by Cason and seconded by Cooper, the meeting was called to order. No minutes from the previous meeting were read into the record because there was no meeting in December of 2025 due to the majority of the commissioners being unable to attend. Guests, Villis Dowden and Wesley Maddox were recognized. Concerning boat ramps, there was no news to report. Concerning lake management, biologist Villis Dowden stated that the Wildlife & Fisheries remarked lake channels with fresh markers. He also stated that there was a tire lodged in the weir gate, but it appeared that the gate was still slightly leaking. Also concerning lake management, Wesley Maddox gave numbers for the amount of acreage that was treated with herbicides as well as the money spent to do so. He also stated that the cold weather helped kill much of the Salvinia. Concerning the 2:00PM close for duck season, Adam Sullivan stated that there was no news. Concerning the new software for duck blinds, there is no news. Concerning the land mitigation area for boat launch, Shane Hubbard indicated that he spoke with someone from the Army Corps of Engineers and obtained contact information of someone to talk to regarding this issue.
